They would like permission to decrease the site's overall slope by adding a boulder retaining walls around the property for slope stability, add more vegetative cover to promote infiltration and decrease soil erosion, repair existing drain tile around the house and garage to remove moisture, stabilize the eroding, unvegetated soils on south side of house by creating a drainage swale, and stabilize the eroding soils on north side of house by creating one infiltration basin and one rain garden near the north side of the garage in collaboration with the neighbor (6661 Mohawk Drive). The homeowner is also looking 3 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen to remove an existing asphalt parking pad on the north side of the house and replace it with a concrete pad on the southeast corner of the house. The existing lumber walls for the front steps area would be replaced with rock boulders instead of treated lumber. It is believed that the proposed changes will not alter the essential character of the locality due to similar rock boulder walls and native plant gardens being installed in the neighborhood. Proposed temporary and permanent BMPs are described in the attached Erosion and Sediment Control Plan. Site Description: The Subject Property is defined as 6680 Lotus Trail, Chanhassen, MN 55317 and is part of the Carver Beach neighborhood with six "tent" lots legally described as Lots 683-688. The Carver Beach neighborhood was platted in 1927. The home was constructed in 1971. Pre -construction site conditions are minimal and sparse groundcovers in the front and back yards as seen in Appendix A - Site Photographs 1 - 7. In addition, the Lester loam soil is present onsite and is known to be well -drained. Loam soils are equal parts sand, silt, and clay particles and when moist are known to feel like Playdoh © material. This means during a usual stormwater / precipitation event, the water infiltrates into the soil but also, (sheet)flows well out of the hills and bluffs in that neighborhood above the Subject Property. The stormwater sheetflow comes from offsite (Mohawk Drive) as well as the steep hills draining to the lake below through the Subject Property. Moderate soil erosion on, adjoining, and adjacent properties to the Subject Property have been observed. The slopes onsite and surrounding the property are depicted on the photographs and Certificate of Survey (Appendix A and Appendix B respectively). Nearby high point (1047' above sea level) is around the intersection of Nez Perce Drive and Western Drive and the stormwater precipitation (i.e. — rainwater, meltwater) flows towards Lotus Lake northeast downhill following the gradient towards the corner of Napa Drive and Lotus Trail (approx. 902' above sea level). The elevation difference is approximately 145'. The Subject Property is located two houses away from the corner of Napa Drive and Lotus Trail. The Subject Property elevation at the highest point (southwest corner) is approximately 926 ft above sea level and at the lowest point (northeast corner) is approximately 904 ft above sea level. The elevation change is approximately 22 ft. The house corners are approximately 922 ft (southwest corner) above sea level to approximately 906 ft (northeast corner) above sea level. Based on the interpretation of the USGS Topography Map and the onsite observations of property owners/neighbors, the neighborhood stormwater path flows between the houses of 6680 Lotus and 6661 Mohawk Drive (which is the adjacent neighbor). At 4 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen times during high precipitation events, what appears to be a small temporary river appears between the two houses. Soil erosion has been observed in the grassed areas between the houses. Figure 1: Topographic Map. Source: Esri, NASA, NGA, USGS, FEMA I Esri Community Maps Contributors, Metropolitan Council, MetroGlS, Three Rivers Park District, MN Dept Natural Resources, date accessed: 911812026 The soil classification for the property is a Lester loam, which is known for being well -drained due to its composition being equal parts sand, silt, and clay. This generally implies that the soil during heavy rainfall or snowmelt events will be saturated in addition to stormwater sheetflow through this area due to large volumes coming onto the property from offsite neighborhood sources. Both dwellings on either side of this drainage area have observed high groundwater table, interior lower structure moisture, interior lower structure mold, and other water -related issues. Property History • Historically, the Subject Property was part of tent lots being marketed towards "City" dwellers from Minneapolis and St. Paul for camping. 5 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen • The Carver Beach neighborhood was platted in 1927 (prior to January 1, 1976). • The Subject Property was built in 1981 with a 1488 ft2 split-level house with a portico, garage, sidewalk, garden beds, driveway, and three decks (i.e. — master bedroom, kitchen, and kitchen backdoor). • The impervious surface percentage is estimated at 31.4% (See Appendix C for 6680 Lotus Trail Calculations) for the Subject Property (12 tent lots); however, the Subject Property had 24 tent lots, which would have the impervious surface percentage at approximately 16%. • At some point, the Subject Property was split into two different parcels but owned by the same homeowner. • The bluff ordinance was approved in 1991 for 25% impervious surfaces. • Recently the two parcels were sold on August 28, 2026 to two different property owners. 6 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen Proposed Property Exterior Improvements Sequencing: Demolition The homeowners will be or have demolished the backyard Master Bedroom deck with ramp, Kitchen Backdoor deck (not shown on Certificate of Survey, dated 9/18/2026), and the 9.8' x 11.7' shed (shown as "Ramp" on Certificate of Survey, dated 9/18/2026) and supporting shed lumber wall. The lines in orange depict the items to be removed See Figure 2 below. The parking pad located on the north side of the garage will be removed. The rest of the lumber walls onsite will be demolished as the areas are graded so as to keep soil erosion minimal during construction. l l} i jai P4 r l Q ti cs + 5 F f 1 _ Al" Alma• ' 5 + rL7 o k I per') Fi ure 2: Certificate of Survey, dated 9/18/2026 with items in orange for removal. 7 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen Front Yard 74' (1) Boulder Wall • Decrease the soil slopes of the front yard by building a 74' long by 1.5' wide by approximately three foot (3') high boulder wall in the front yard to minimize the erosion during site work and allow the soil from the backyard to be brought to the front yard. • Current elevation is approximately 905 to 910 ft above sea level. The proposed elevation is mostly 908 ft above sea level with a slight slope towards the lake. The soil will be raised approximately 3 - 3.5 ft this area. • The proposed retaining wall on the east (front) side of the property is not within the drainage and utility easement. It will not be constructed over the pipe or infringe on the easement. Walkout Basement Wall Exposure • Excavate the approximately 16.9' (1) x 16.9' (w) x 1' (h) of the area under the left front house windows to expose the front part of the house to allow the homeowners to install a door in the walkout basement. Put removed soil behind the boulder wall in front. See Appendix A - Photo 1 and 7. Back Yard - Garage 42' (1) Wall (First Tier) • Remove existing lumber wall (First Tier) and place lumber debris in homeowners' 30 yd construction container onsite. Excavate higher soil (912.7 ft above sea level) near the back of the garage to existing lower soil levels (909 ft above sea level) present in the north '/2 of the garage (within 13.8 feet of the property boundary to the west). See Appendix A - Photo 3 and 4. • Put removed soil behind the boulder wall in front. Construction equipment access to the front boulder wall will be through the north side yard. Wood plywood will be placed on the grass and vegetation to not disturb it. • Create an approximately three foot (3') high, 42' long, and 1.5' wide boulder wall with landscape fabric and drain tile. The boulder wall will be created with approximately 1.5' diameter boulders. • Create a six foot (6') wide ramp between first and second soil tiers approximately five feet (5) away from the marked, surveyed property line. Level out the First Tier area with a gentle slope towards the north side of the house. Back Yard - 25' () Wall (Second Tier) • Create an approximately three foot (3') high, 25' long, and 1.5' wide boulder wall with landscape fabric and drain tile. 8 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen • Create a 6' wide ramp between second and third soil tiers (offset) at least 5' away from the marked, surveyed property line to allow space for future fence post footings. See Appendix A - Photo 3 and 4. • Construction equipment access to the front boulder wall will be through the north side yard. Wood plywood will be placed on the grass and vegetation to not disturb it. • Remove any existing garden hardscape debris (2nd Tier) and place debris in the homeowners' 30 yd construction container onsite. • Excavate the soil along the house to expose at least two rows of concrete bricks (approximately 915 ft above sea level) and level out the area with a gentle slope towards the south side of the house and the south side yard drainage swale. Soil work will not be any closer than five feet (5) of the marked, surveyed property boundary to the west. • Put removed soil behind the boulder wall in front and if the front boulder wall is full, place soil in a stockpile in the middle of the 2nd Tier. Backyard 3rd Tier Garden Wall • Two rock steps will be placed into the wall for access to the top of the wall in the southwest corner (approximately 33' (1) x 1.5' (w) x 2' (h)). A space for a garden will be created in the southwest corner of the boulder wall. See Appendix A - Photo 2. • Once a garden area is created in the wall, place stockpiled soil behind the boulders. Mulched ornamental trees and native flowering plants will be planted in the garden area and along the backyard property boundary boulder wall. South Side Yard Drainage • Create a drainage swale approximately 28' in length and 11' feet wide on the Subject Property drainage flowing away from the house. See Appendix A - Photo 2. • Place drain tile(south side yard only), landscape fabric, class V gravel, and small to medium sized rocks to stabilize the side yard slopes to act as "rock check dams". • Put any removed soil behind the front yard boulder wall. • The drain tile will be buried into the yard to infiltrate in the front yard. The front yard will have native plantings and mulch layers to promote infiltration and prevent soil erosion. 9 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen House Draintile • Constructing drain tile adjacent to the foundation of the house and garage. A slope will be verified to ensure that water flows away from the house, allowing any water that accumulates against the foundation to be directed into the drain tile. • Current seven (7') feet of pebbled rock and associated landscape plastic will be replaced with three (3') feet of pebbled rock. • Drain tile will be connected into the drain tile associated with each of the north and south side yard dry rock beds. • The air conditioner will be reinstalled on the Second Tier after construction is completed. • Five gutters will be fitted with five French drains equipped with pop -ups for the house roof gutter drains in efforts to keep the water away from the house foundation. All water will be more than 10' from the house and drain onto the vegetated area to prevent soil erosion. North Side Yard Drainage • Create an filtration swale approximately 28' in length and 6' feet wide on the Subject Property. See Appendix A - Photo 5. It would be a rock -armored channel with a sand filtration media section and an underdrain drain tile system. Two ditch checks would be evenly spaced in the swale. It would convey the stormwater routed through the property, address soil erosion issues, and treat the stormwater volume required by the increased lot coverage. Any excess water will be routed into the rain garden that is 25' x 6' x 12" for safe overflow. • As per calculations (See Appendix B - Certificate of Survey, dated 9/18/2026, rev 10/12/2026), the excess water over 25% for the property is 71.1 U. • Filtration swale can handle 168 ft3 and the rain garden can handle 150 ft3 of water individually. Based on this information and the overdesign of the structures, no negative offsite impact is anticipated. o Filtration swale: 28' x 6' x 1' = 168 ft3 o Rain garden: 25' x 6' x 1' = 150 ft3 • The rain garden design will model the one provided by Kimberly Horn and the installation will be done by Blackstone Landscaping (See Appendix . • The drain tile piping for the rain garden will be hand dug through the utility easement along the curb. The drain tile will connect to the nearest storm structure approximately 30' north on Lotus Trail. • Put any removed soil as berms to build up the area around the basin or place additional soil evenly throughout the Subject Property. 10 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen Front Steps & Associated Wall • Replace the existing front wooden steps with new boulder -cut natural steps, measuring three (3') feet in width. See Appendix A - Photo 6. • The lumber wall will be replaced with boulders, and it will be constructed of two tiers of boulders. On the driveway side, it will incorporate a single line of boulders approximately 12 inches in height. Site Restoration • It is not anticipated but if there is any excess soil will be redistributed around the property and in the front yard. • Old bricks, landscape fabric, garden bed edging and similar former hardscape materials will be disposed of in the construction dumpster onsite. • After final City inspection and approval, the temporary erosion control measures will be removed at the end of the project once the disturbed soils have been vegetated and/or mulched. • The installation of this section of sod will take place in the front and back yards. This designated area is confined to the space within the boundaries of the fence to be installed. Prior to the installation of the new sod, the front and back yards will be regraded and leveled to ensure optimal conditions. See Erosion and Sediment Control Plan below (page 15). • Plants will be installed pending winter weather conditions and availability. If they are not available, plants will be installed in the spring after ground thaw. • The mailbox post will be reinforced with a solid concrete base for enhanced stability. Fencing • Lastly, Midwest Fence plans to install a five foot (5) tall x approximately 22' wide x 80' long ornamental fence in the front and six (6') tall x approximately 30' wide x 105' long fence in the backyard along the top of the boulder retaining wall. The fence is proposed to be located entirely on the Subject Property and will conform to Section 20-1021 of the City Code. A separate Accessory Structure "fence" permit application will be filed for this work by Midwest Fence. 11 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen Erosion Control and Sediment Plan: After soil disturbance, a silt fence (yellow lines) will be placed in the front yard along the street boundary and the north side yard near the northwest corner of the garage to prevent any stormwater sheet flow from carrying any soil down the slope until site work is completed and the sod is placed over the disturbed soil. Hay erosion mat will be placed on the bare soil (when work is not commencing) until sod can be installed. CERTIFICATE OF SURVEY SHOWING PROPOSED LANDSCAPING AND GRADING LEGAL DESCRIPTION: LOT 583 THROUGH 888, CARVER BEACH, CARVER COUNTY, MINNESOTA 12 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen The contractor will ensure the soil is not in the street during precipitation events and at the end of each working day. If soil reaches the public road during work, it will be removed (e.g., shoveling, sweeping) as soon as possible that day to ensure minimal tracking of material away from the property. Stabilization of disturbed areas will begin immediately whenever land disturbing activity has permanently or temporarily ceased on any portion of the site and will not resume within seven calendar days on the Subject Property. A site is stable when it can demonstrate vegetative cover consisting of a uniform perennial vegetation with a density of 75 percent of its expected final growth not excepting species composition as required by rule or as a condition of the permit (e. g. a buffer must have all native vegetation). All construction entrances will be properly stabilized with either rock and/or wood plywood to prevent soil erosion into the public road. Exposed soils are stabilized with established vegetation, straw or mulch, matting, rock, rolled erosion control product or other approved material. Slopes and grades are properly stabilized. Rolled erosion control products must be used on slopes of 3:1 (H:V) or greater and where erosion conditions dictate. All temporary erosion and sediment control BMPs must be removed upon final stabilization. Infiltration Areas: Boulders and heavy equipment traffic will avoid going through areas underneath the two oak trees in the front yard of the Subject Property to prevent heavy equipment compaction. These purple lined areas will be marked as proposed infiltration areas. The North Side Yard Infiltration area will not be excavated to within three (3') feet of the final grade until the contributing drainage area has been constructed and fully stabilized. Any accumulated sediment in an infiltration basin must be removed in a manner that prevents compaction of the bottom. To provide a well -aerated, highly porous surface, the soils below an infiltration practice must be loosened to a minimum depth of 18 inches prior to installation or planting. Prior to placing sod, the disturbed/compacted soil will be ripped/tilled to six inches (6") depth and placed six inches (6") of topsoil. Final site stabilization measures must specify that at least six inches of topsoil (with at least 5% organic matter) or organic matter be spread and incorporated into the underlying soil during final site treatment wherever topsoil has been removed. Top soil on the site will be preserved and reused onsite. 13 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen Waste Management- Thirty -yard construction container will be located on the right/north side of the site's driveway. The contractor will place landscape lumber debris in the homeowners' 30 yd construction container onsite. Natural debris (i.e. — roots, branches, etc.) will be placed in organic recycling for yard debris and/or brought to the City's yard debris disposal location. Inspections & Maintenance: The homeowner will routinely conduct daily visual and documented weekly inspections of the site to ensure erosion control measures are in place and working effectively. The contractor will inspect daily, when working onsite, all installed erosion control measures as follows: • silt fence (yellow lines), • front boulder wall (green line), • sod (as soon as possible), and • fiber logs(orange line). • Infiltration areas (purple lines) The contractor must repair, replace or supplement all nonfunctional BMPs with functional BMPs within 48 hours of discovery and prior to the next precipitation event unless adverse conditions preclude access to the relevant area of the site. Toosoil and Soil Restoration: All soil will be reused on the Subject Property. At least six (6) inches of topsoil (with adequate organic content) will be in place to ensure adequate vegetation is able to grow. Soil restoration of the disturbed soils in the front and back yards will be sodded or vegetated with plants/trees and three inches (Y) of doubled shredded hardwood mulch. Soil infiltration improvements by adding compost shall be conducted within the project's grading limits. All temporary erosion prevention and sediment control BMPs must be maintained until completion of construction and vegetation is established sufficiently to ensure stability of the site. All temporary erosion prevention and sediment control BMPs (i.e. - silt fences and fiber logs) must be removed upon final stabilization. 14 of 27 Pages Liz and Todd Williams 6680 Lotus Trail, Chanhassen APPENDIX A - SITE PHOTOGRAPHS Photograph 1: Pre -construction conditions for front yard of 6680 Lotus Trail, Chanhassen.
