MINUTES
AUGUST 31, 2026
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember von Oven, Councilmember Schubert, and Councilmember Kimber.
COUNCIL MEMBERS ABSENT: None.
STAFF PRESENT: Laurie Hokkanen, City Manager; Matt Unmacht, Assistant City Manager;
Eric Maass, Community Development Director; Charlie Howley, Public Works Director/City
Engineer; Jerry Ruegemer, Parks and Recreation Director; Patrick Gavin, Communications
Manager; Kelly Grinnell, Finance Director; Andrew Heger, Fire Chief; and Jenny Potter, City
Clerk.
PUBLIC PRESENT: Clara Christenson, Youth Commissioner
PUBLIC ANNOUNCEMENTS:
1. Presentation of Certificates of Appreciation to Outgoing Youth Commissioners
Mayor Ryan recognized Clara Christenson for her contribution as a Youth Commissioner on the
Park & Recreation Commission for two consecutive one-year terms. She also thanked Tanvi
Akuhota for serving as a Youth Environmental Commissioner.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 14
pursuant to the City Manager’s recommendations:
1. Approve City Council Minutes dated August 10, 2026
2. Approve City Council Work Session Minutes dated August 10, 2026
3. Receive Commission on Aging Minutes dated June 12, 2026
4. Approve Claims Paid dated August 31, 2026
5. Appoint Youth Commissioners
6. RecTrac Park and Recreation Software Services Agreement

7. Approve an Encroachment Agreement between the City of Chanhassen and the property
owner at 282 Lakeview Road East (Lot 3, Block 2, Reflections at Lake Riley 2nd Addition)

9. Water Meter Reading Collector at Power Hill Park
10. Approve the Reassignment of a Site Plan Agreement for the Construction of a 12-unit and
16-unit Apartment located at 621 Santa Vera Drive
11. Approve Construction Materials Testing Agreement for the Chanhassen Community Center
Project
12. Award Design and Construction Administration Services Contract for the 2026 Stormwater
Pond Maintenance Project
13. Approve Agreement with Westwood Community Church for the Fire Training at The Hope
House
14. Resolution 2026-65: Call Public Improvement Hearing for the 2027 Lake Riley Blvd
Reconstruction Project. City Project No. 27-02
All voted in favor, and the motion carried unanimously with a vote of 5 to 0.

Balakrishna Chintaginjala, Resident, was not present at the meeting.
FIRE DEPARTMENT/LAW ENFORCEMENT UPDATES. None.
PUBLIC HEARINGS.
1. This Public Hearing is Canceled – Resolution 2026-XX: Accept Feasibility Study,
Conduct Public Improvement Hearing, and Authorize Preparation of Plans and
Specifications for the 8850 and 8900 Audubon Road Sewer Extension

Councilmember Schubert moved, Councilmember von Oven seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 7:07 p.m.
