JULY 13, 2026
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember von Oven, Councilmember Schubert, and Councilmember Kimber
COUNCIL MEMBERS ABSENT: None.

1. Proclamation Designating July 14th, 2026 as Charlie Siegle Day
Mayor Ryan thanked Charlie Siegle for his service to Chanhassen in various roles over 36 years.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 24

All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
1. Balakrishna Chintaginjala Citizen Action Request
Balakrishna Chintaginjala,8982 Southwest Village Loop, reviewed the manufacturing shifts over
the last forty years in the United States. He noted that countries moved manufacturing abroad to
reduce costs. He discussed foreign supply chains in relation to the United States and how
COVID-19 impacted these relationships. He suggested various options to make Chanhassen the
city of the future.
Judy Harder, 541 West 78th Street, discussed a hiking experience at Devil’s Tower. She said she
wanted to give a tree tribute at 621 Santa Vera Drive. She discussed the need to increase tree
cover and preserve trees. She invited them to come to Chanhassen Elementary to see different
plantings.
FIRE DEPARTMENT/LAW ENFORCEMENT UPDATES. None.
PUBLIC HEARINGS.
1. Resolution #2026-61: Approve vacating the public Right of Way of West 94th Street
Charlie Howley, Public Works Director/City Engineer, reviewed the request for vacating the
public right of way of West 94th Street. He noted that the proposed vacation would be split
between the adjacent property owners. The city would reserve a 6-foot public easement on either
side of the split.
Mayor Ryan opened the public hearing. There were no public comments.
Mayor Ryan closed the public hearing.
Councilmember von Oven moved, Councilmember Schubert seconded that the Chanhassen
City Council approves a resolution authorizing the vacation of the West 94th Street public
Right of Way as dedicated in the Plat of Bandimere Heights 2nd Addition, Carver County,
Minnesota, subject to the noted conditions. All voted in favor, and the motion carried
unanimously with a vote of 5 to 0.
2. Adopt Ordinance 766: Amending the 2026 Fee Schedule
Laurie Hokkanen, City Manager, reviewed the proposed amendments to the 2026 Fee Schedule
to update burn permit fees and add fees for Emergency Radio Responder Coverage.

Councilmember Kimber moved, Councilmember McDonald seconded that the Chanhassen
City Council Adopts Ordinance 766: Amending the 2026 Fee Schedule, and approves the
summary ordinance for publication. All voted in favor, and the motion carried
unanimously with a vote of 5 to 0.
GENERAL BUSINESS. None.
COUNCIL PRESENTATIONS.
Councilmember Schubert recognized the tragedy that occurred on July 4th, and she thanked the
First Responders who assisted. She noted that she received positive feedback for the three-day
event over the 4th of July weekend.
Mayor Ryan thanked all the City Staff who put in work for the community events.

Councilmember Schubert moved, Councilmember von Oven seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 7:31 p.m.
