REGULAR MEETING
MINUTES
FEBRUARY 23, 2026
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember Schubert, Councilmember von Oven, and Councilmember Kimber.
COUNCIL MEMBERS ABSENT: None.

PUBLIC ANNOUNCEMENTS:
1. Carver County Update – Commissioner Anderson and Commissioner Workman to
present
Commissioner Anderson and Commissioner Workman introduced themselves to the City
Council. They provided an overview of the county services provided for residents of
Chanhassen. They reviewed the Carver County 2026 Budget so the taxpayers would understand
what their taxes cover.
Commissioner Von Oven asked about the funding for roads and bridges. Commissioner
Workman answered that the dollars discussed were levy dollars from taxpayers. He explained the
difference between services sponsored by tax dollars and programs sponsored by state and
federal dollars.
Commissioner Workman reviewed the 2026 legislative priorities for Carver County.
Mayor Ryan asked about the shifting of the programs and how the burden was placed on
counties. She asked if counties were coming together to lobby the legislators. Commissioner
Anderson explained how the bill was passed and how Hennepin and Ramsey were given funds.
She stated that Senator Coleman was working on an amendment to the law. She explained how

the state had shifted costs to the counties to modernize health and human services technology,
and mental health does not meet the criteria.
Councilmember Kimber congratulated them on completing the recent transit study. He thought
the study demonstrated that Carver County was an example for transit systems and transit
expansion dollars.
Councilmember von Oven asked if the first legislative priority was a header. He asked if the city
should expect any unfunded projects to be passed along this year. Commissioner Anderson
discussed that the city and county work together as a team.
Mayor Ryan discussed examples of large projects that they collaborated on, such as Highway 5.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 8
pursuant to the City Manager’s recommendations:
1. Approve City Council Minutes dated February 9, 2026
2. Approve City Council Work Session Minutes dated February 9, 2026
3. Receive Planning Commission Minutes dated January 20, 2026
4. Approve Claims Paid dated February 23, 2026
5. 2026 Equipment Purchase – Forestry Head
6. City Commission Appointments
7. Resolution 2026-14: Accept the Plans and Specifications and Authorize Advertisement for
Bids for the Market Boulevard Improvement Project
8. Resolution 2026-15: Authorize Purchase of Replacement Security Camera Video Recording
Server for Utilities
All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
Linda Paulson expressed concerns about firetruck accessibility during road projects.
FIRE DEPARTMENT/LAW ENFORCEMENT UPDATES.
1. 2025 Quarter 4 Fire Department Update

Fire Chief Andrew Heger updated the Council on calls for service in Quarter 4. He discussed the
uptick in the arrival rate for the ambulance services and the fire department. He reviewed the
data collection tool that they launched on January 1, 2026. He summarized the training events
that the firefighters completed, including electric vehicle safety response. He reviewed the hiring
process held for part-time on-call firefighters and noted that they were only able to hire one
firefighter for the position. He noted that they were recognized as a Gold Helmet Fire
Department, as the staff provided medical and health history to understand the impacts of cancer
on fire services.
Mayor Ryan expressed appreciation for the work that they completed. She asked about how they
respond to an electric vehicle fire. Fire Chief Heger responded that the best course of action was
to let the battery burn if it is open air and not exposed to anything.
Mayor Ryan asked if there was education that needed to be done for homeowners, retail parking
garages, or apartments. Fire Chief Heger answered that their building codes were lagging in
addressing the problem. When they were completing plan review for the buildings, they were
requiring a master shut-off to the electricity to the chargers and encouraging builders to place the
electric vehicle charging.
PUBLIC HEARINGS. None.
GENERAL BUSINESS.
1. Approve Site Plan for Chanhassen Community Center (26-01)
Eric Maass, Community Development Director, reviewed the history of the Chanhassen
Recreation Center.
Rachel Jeske, Planner, reviewed the development location for the Chanhassen Community
Center. She summarized the communications for the project and the level of city discretion for
the project. She discussed the site plan review, including the site furnishing, architecture,
proposed materials, landscaping, screening, code compliance, and parking. She discussed the
wetlands and noted that they meet the wetland and buffer setback requirements. She said that
stormwater management remains the same on the site. She noted that the Planning Commission
recommended approval of the site plan.
Councilmember Schubert clarified the hardcover requirements and asked if the lot coverage had
been communicated to the developer. Ms. Jeske answered that they had each of the hardcovers of
the developments. They would inform the developer about the hardcover.
Mayor Ryan stated that she appreciated the work of Ms. Jeske and Mr. Maass on the project. She
thanked the public for supporting the local option sales tax.

Councilmember McDonald moved, Councilmember von Oven seconded that the
Chanhassen City Council approves the requested site plan for the Chanhassen Community
Center, subject to the conditions of approval, and adopts the attached Findings of Fact and
Decision. All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
COUNCIL PRESENTATIONS.
Councilmember von Oven expressed support for immigrants and other Chanhassen residents
dealing with difficulties after the last month with the political situation in Minnesota.
ADMINISTRATIVE PRESENTATIONS.
Mayor Ryan acknowledged the Financial Department for their achievement in excellent
reporting.

Councilmember Schubert moved, Councilmember Kimber seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 8:00 p.m.
