REGULAR MEETING
MINUTES
MARCH 9, 2026
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember Schubert, Councilmember von Oven, and Councilmember Kimber.
COUNCIL MEMBERS ABSENT: None.
STAFF PRESENT: Laurie Hokkanen, City Manager; Matt Unmacht, Assistant City Manager;
Tyler Stahn, Lieutenant; and Jenny Potter, City Clerk.
PUBLIC PRESENT: None.
PUBLIC ANNOUNCEMENTS: None.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 14
pursuant to the City Manager’s recommendations:

3. Receive Planning Commission Minutes dated February 17, 2026

All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS. None.
FIRE DEPARTMENT/LAW ENFORCEMENT UPDATES.
1. Law Enforcement Update
Lieutenant Tyler Stahn provided a summary of the Carver County Sheriff's data for 2025. He
discussed the calls of service and noted that the calls of service had decreased based on policy
changes in response to medical calls. He noted that there was a decrease in miscellaneous non-
criminal calls, suspicious activity, alarms, and mental health calls. He said that there was an
increase in crimes in 2022 throughout the county, but it has now decreased. He summarized the
deputy workload in the county. He reviewed the Chanhassen Traffic Safety Initiatives through
both short-term and long-term enhanced traffic details. He discussed investment in training,
development, and well-being. He stated they were not using their traffic enforcement for the time
being since it looked like an ICE Vehicle.
Councilmember McDonald asked about the criteria for the call response between the Law
Enforcement and the Fire Department. Lieutenant Stahn answered that they respond to any
serious medical problems. They often review the call classification to determine the response
model.
Councilmember McDonald asked if the dispatcher had made the decision. Lieutenant Stahn
answered that the dispatcher enters the information into a system, and it will determine the
response.
Laurie Hokkanen, City Manager, said that they say they want the right resource and right
response. She said that the fire response is more predictable, so they wanted to try to create more
space at the Sheriff’s office for other tasks. She noted that the service level to the community had
increased without increasing resources.
Councilmember von Oven thanked them for creating an infographic to explain the difference
between law enforcement and federal agencies.

COUNCIL PRESENTATIONS.
Mayor Ryan said she met with the group from St. Huebert’s Church and the city would support
them in their effort. She said that the city was not contributing financially to the parish. She
stated that the church decided to remove all of the sacred artifacts from the church, and it would
be demolished.
ADMINISTRATIVE PRESENTATIONS. None.
CORRESPONDENCE DISCUSSION. None.
Councilmember Schubert moved, Councilmember von Oven seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 7:23 p.m.
