04.13.2026 CC MinutesCHANHASSEN CITY COUNCIL REGULAR MEETING MINUTES APRIL 13, 2026 Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of Allegiance. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald, Councilmember Schubert, Councilmember von Oven, and Councilmember Kimber. COUNCIL MEMBERS ABSENT: None. STAFF PRESENT: Laurie Hokkanen, City Manager; Charlie Howley, Public Works Director/City Engineer; Eric Maass, Community Development Director; Patrick Gavin, Communications Manager; Jerry Ruegemer, Park & Recreation Director; Kelly Grinnell, Finance Director PUBLIC PRESENT: The Vantage Public Policy Student Group from Minnetonka High School Brad Barickman, RJM Construction PUBLIC ANNOUNCEMENTS: None. CONSENT AGENDA: Councilmember McDonald moved, Councilmember von Oven seconded that the City Council approve the following consent agenda items 1 through 18 pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated March 23, 2026 2. Approve City Council Work Session Meeting Minutes dated March 23, 2026 3. Receive Park and Recreation Commission Minutes dated February 24, 2026 4. Receive Planning Commission Minutes dated March 17, 2026 5. Receive Commission on Aging Minutes dated February 20, 2026 6. Approve Claims Paid dated April 13, 2026 7. Arbor Day Proclamation 8. Approve Site Plan for an Addition to Minnetonka Middle School West City Council Minutes – April 13, 2026 2 9. Resolution 2026-27: Approve Year-End Transfers 16. Resolution 2026-28: Approve Interfund Loans for the Fiscal Year 2025 17. Resolution 2026-29: Authorize Submission for Carver County Community Development Agency Community Growth Partnership Initiative (CGPI) Technology Assistance Grant Application 18. Ordinance 759: Amending Chapters 1 and 20, Updating Sign Definitions and Regulations All voted in favor, and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS. The Vantage Public Policy Student Group from Minnetonka High School provided an overview of the Vantage Program and its goals for the project. They provided survey results for the demographics of the duration of residency in Chanhassen, age, and sex. Another student summarized the survey results about City Council meeting attendance and the reasons behind the lack of attendance as applicable. Another student explained the deliverable result, which was an AI Chat Tool called the Chan Chatter, and provided a demonstration. The students reviewed the different facts that they learned about Chanhassen during the project. FIRE DEPARTMENT/LAW ENFORCEMENT UPDATES. None. PUBLIC HEARINGS. 1. Market Boulevard Improvement Project: Assessment Hearing/Award Construction Contract/No Parking Resolution City Council Minutes – April 13, 2026 3 Charlie Howley, Public Works Director/City Engineer, provided an overview of the Market Boulevard Improvement Project. He provided background work leading up to the project and noted that the city received one bid for the project on March 26, 2026. He summarized the regional downtown water reuse, which would be utilized as irrigation for the Civic Campus and City Center Park athletic field. He noted that they received an MPCA Climate Resiliency Grant for the innovative smart pond. He explained the staging phase one of the project, which they want to complete by mid-June, ahead of the 4th of July. He reviewed the staging of phases two and three and noted that all phases should be complete by the end of October. He explained the no parking for the project, which would be added on both sides of Market Boulevard north of West 78th Street to Chan View. He summarized the bid results and noted that it came in eight percent over the estimate, but VE items had been identified to bring the costs down. Mr. Howley explained the project funding sources. He explained the assessment amounts, which were determined by the front footage methodology. He summarized the public feedback received about the project. He stated that the future City Council actions include establishing a TIF Note, revising the Special Agreement Assessment, and awarding a contract for the entry monument construction. Mayor Ryan opened the public hearing. There were no public comments. Mayor Ryan closed the public hearing. Mayor Ryan thanked the City staff and the City Council for all of their work contributions to the project. She voiced support for the local contractor completing the project. Councilmember Kimber moved, Councilmember Schubert seconded that the Chanhassen City Council adopt a resolution awarding the construction contract to Valley Paving and adopting the assessment role for the Market Boulevard Rehabilitation Project, City Project Number 25-02; and further adopts a resolution establishing No Parking on both sides of Market Boulevard between west 78th Street and Chan View. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. GENERAL BUSINESS. 1. Award Chanhassen Community Center Bid Package #1 Brad Barickman, RJM Construction, summarized bid package #1 for the Chanhassen Community Center. The bid project would include concrete and utilities, which have longer lead times and require earlier action to reserve production slots. Mayor Ryan asked him to explain the lead time. Mr. Barickman answered that the pre-cast wall panels' lead time due to the significant increase of data centers in the. The current average lead time was in excess of six months, so they wanted to get in front of this time period. He discussed City Council Minutes – April 13, 2026 4 the lead time for structural rebar and noted that they should be able to start construction after bid package number two. Councilmember von Oven moved, Councilmember McDonald seconded that the Chanhassen City Council moves to award Bid Package #1 for the Chanhassen Community Center to RJM Construction, in the amounts of: $3,031,200 for Donald R. Frantz, $6,672,160 to Wells, and $1,664,410 to MN Utilities as part of the Construction Manager at Risk (CMAR) delivery method, and authorize the City Manager to execute the necessary documents. This award does not establish the Guaranteed Maximum Price (GMP), which will be brought forward for the City Council approval at a later date. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. COUNCIL PRESENTATIONS. None. ADMINISTRATIVE PRESENTATIONS. City Manager Annual Performance Review Councilmember Schubert moved, Councilmember McDonald seconded to adjourn the meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
