05.18.2026 CC MinutesCHANHASSEN CITY COUNCIL REGULAR MEETING MINUTES MAY 18, 2026 Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of Allegiance. National Public Works Week Mayor Ryan recognized the services provided by public works professionals in the departments of Fleet, Streets, Utilities, Parks, Facilities, and Engineering. 2. Invitation to Memorial Day Ceremony – May 25, 2026 Mayor Ryan invited residents to attend the Memorial Day Ceremony on May 25 at the Al Klingelhutz Memorial Pavilion at Lake Ann Park. CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber seconded that the City Council approve the following consent agenda items 1 through 21 pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated April 27, 2026 2. Approve City Council Work Session Minutes dated April 27, 2026 3. Receive Commission on Aging Minutes dated March 20, 2026 City Council Minutes – May 18, 2026 2 4. Receive Park and Recreation Commission Minutes dated March 24, 2026 5. Receive Economic Development Commission Minutes dated April 14, 2026 6. Approve Claims Paid May 18, 2026 7. Approve an Encroachment Agreement between the City of Chanhassen and the property owner at 1773 Valley Ridge Trail South (Lot 8, Block 3, Bluff Creek Estates 1st Addition) 8. Approve Professional Services Agreement for completion of the 2050 Comprehensive Plan 9. Approve Contract for Collection of Yard Waste Pickup Services 10. Approve Continua Proposal for Tables and Chairs for the Civic Campus Park Building 11. Resolution 2026-44: Accept Donation from Kidde 14. Resolution 2026-45: Authorize Stormwater BMP Vegetation Management Services Contract for 2026 15. Resolution 2026-46: Authorize Execution of an Aquatic Invasive Species Watercraft Inspection Agreement with Carver County 16. Resolution 2026-47: Accept 2026 Community Events Sponsorship Donations from Area Businesses 17. Resolution 2026-48: Accept a $15,000 Donation from Xfinity 18. Resolution 2026-49: DNR License for Highway 5 Watermain 19. Resolution 2026-50: Accept a product donation of compost worth $1,125 from Dakota Prairie Composting 20. Ordinance 761: Amending Chanhassen City Code, Chapter 6 Adjusting the Slow No-Wake Ordinance Elevation on Lake Minnewashta 21. Ordinance 762: Amending Chapter 20 to Add Brew Pubs as a Permitted Use in the IOP Zoning District All voted in favor, and the motion carried unanimously with a vote of 5 to 0. City Council Minutes – May 18, 2026 3 VISITOR PRESENTATIONS. None. FIRE DEPARTMENT/LAW ENFORCEMENT UPDATES. None. PUBLIC HEARINGS. 1. Adopt Ordinance 763: Amending the 2026 Fee Schedule and Approving Summary Publication of Ordinance Laurie Hokkanen, City Manager, reviewed the changes to the 2026 Fee Schedule for the Brew Pub Off-Sale Liquor License and the room rental fees for City Hall. Mayor Ryan opened the public hearing. There were no public comments. Mayor Ryan closed the public hearing. Councilmember Schubert moved, Councilmember von Oven seconded that the Chanhassen City Council approve the Fee Schedule as presented. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. 2. Resolution #2026-51: Approve vacating a portion of Right of Way of Hancock Place Charlie Howley, Public Works Director/City Engineer, reviewed the request to vacate the public Right of Way of Hancock Place. He noted that they were reserving easements for drainage and utilities. Mayor Ryan opened the public hearing. There were no public comments. Mayor Ryan closed the public hearing. Councilmember von Oven moved, Councilmember Kimber seconded that the Chanhassen City Council adopts a resolution authorizing the vacation of a portion of the public Right of Way dedicated in the Plat of Red Cedar Point Lake Minnewashta. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. GENERAL BUSINESS. None. COUNCIL PRESENTATIONS. Mayor Ryan thanked Senator Coleman and Representative Rehm for securing funding through the bonding bill for the community center.
