Chair Anderson called the meeting to order at 5:33 p.m.

APPROVE ECONOMIC DEVELOPMENT COMMISSION AGENDA DATED OCTOBER 14, 2025
Commissioner Kroll moved, and Commissioner Benedict seconded to approve the Agenda of the
Economic Development Commission meeting dated October 14, 2025, as presented. All voted in favor,
and the motion was carried unanimously with a vote of 3 to 0.

Melodie Bridgeman, Director of Community Development at the Carver County Community
Development Agency (CDA), will give a presentation on her role with the CDA and discuss potential
opportunities for partnership with the Economic Development Commission moving forward.
BACKGROUND
Melodie Bridgeman, Director of Community Development, Carver County Community
Development Agency
Melodie Bridgeman is a seasoned leader in community development and affordable housing with over
three decades of experience spanning government, nonprofit, and private sectors. Currently serving as
the Director of Community Development for the Carver County Community Development Agency
(CDA), Melodie oversees strategic initiatives that promote housing access and economic growth. Since
joining the CDA in June 2024, she has expanded the Community Land Trust program, launched a new
Down Payment Assistance Program benefiting first-time homebuyers, and secured over $1 million in
funding to support long-term development goals.
Prior to her current role, Melodie co-founded and led two consulting firms where she guided clients
through the complexities of affordable multifamily housing development. Her work resulted in over
2,000 housing units across 50+ projects and more than $250 million in secured funding. Her portfolio
includes workforce housing, supportive housing, historic preservation, senior living, and mixed-use
developments.
Melodies' earlier roles include project management positions at Sherman Associates and the City of
Saint Paul, where she contributed to award-winning urban redevelopment projects. She also held key
community development roles in San Diego and Minneapolis, earning recognition for innovative
planning and revitalization efforts.

She holds a Bachelor of Arts in Sociology and International Relations from the University of Minnesota
and is known for her collaborative spirit, strategic thinking, and dedication to building strong
communities.
