DEVELOPMENT COMMISSION REGULAR MEETING
May 12, 2026
Acting Chair Benedict called the meeting to order at 5:30 p.m.
MEMBERS PRESENT: David Benedict, John Kroll, Rebekah Cohen Israel, Nick Gardino, and Tony
Hallen
MEMBERS ABSENT:
STAFF PRESENT: Samantha DiMaggio
PUBLIC PRESENT: Betsy Starkson – Twin Cities Habitat for Humanity and Melodie Bridgeman –
Carver County CDA.
APPROVAL OF AGENDA:
APPROVING ECONOMIC DEVELOPMENT COMMISSION AGENDA DATED MAY 12, 2026
Commissioner Gardino moved, and Commissioner Kroll seconded, to approve the Agenda of the
Economic Development Commission meeting dated April 14, 2026, as presented. All voted in favor, and
the motion was carried unanimously 4 to 0.
APPROVAL OF MINUTES:
APPROVING ECONOMIC DEVELOPMENT COMMISSION MINUTES DATED APRIL 14,
2026
Commissioner Gardino moved, and Commissioner Hallen seconded, to approve the Minutes of the
Economic Development Commission meeting dated April 14, 2026, as presented. All voted in favor, and
the motion was carried unanimously 4 to 0.
Commissioner Cohen Israel arrived at this time.
DISCUSSION/GENERAL BUSINESS ITEMS:
Tour of Community Land Trust Home – 6721 Hopi Road
VISITOR PRESENTATIONS:
Betsy Starkson – Twin Cities Habitat for Humanity and Melodie Bridgeman – Carver County CDA
shared information on how the Land Trust Program worked and how the CDA partnered with Twin Cities
Habitat for Humanity on the rehabilitation of 6721 Hopi Road.
ADJOURNMENT:
Commissioner Gardino moved, and Commissioner Hallen seconded to adjourn the meeting. All voted in
favor, and the motion was carried unanimously, 5 to 0. The Economic Development Commission meeting
was adjourned at 6:24 p.m.
