The Commissioners discussed plans for the Civic Campus Grand Opening event in August 2026,
including a formal ribbon cutting, live music and food event, ‘first splash’ splash pad opening,
pickleball tournament, City Hall tours, wellness classes, live interactive painter, and other
potential activities. Commissioners briefly discussed opinions on proposed movies for the July 1
Movie in the Park event.

Chair Leisen called the meeting to order at 6:03 p.m.

Jenny Potter, City Clerk, administered the oaths of office to Erick Hanson and Zach Wittl.
2. Nomination and Appointment of 2026-2027 Chair and Vice Chair
Jerry Ruegemer, Park and Recreation Director, requested nominations for the Chair Position.
Commissioner Morgan moved, and Commissioner Fulkerson seconded to nominate
Commissioner Leisen as the Chair. All voted in favor, and the motion carried unanimously
with a vote of 8 to 0.
Chair Leisen moved, Youth Commissioner Christenson seconded to nominate
Commissioner Morgan as the Vice Chair. All voted in favor, and the motion carried
unanimously with a vote of 8 to 0.
APPROVAL OF AGENDA: The Commission added General Business Items 2 and 3 to discuss
the 2026 Park Priorities and Community Center Updates. Commissioner Fulkerson moved,
Commissioner Nagel seconded to approve the agenda with the addition of General Business
Items 2 and 3. All voted in favor, and the motion carried unanimously with a vote of 8 to 0.
Commissioner Wittl reviewed his desire to serve on the Park and Recreation Commission.

APPROVAL OF MINUTES:
1. Approve Park & Recreation Minutes dated March 24, 2026
Commissioner Nagel moved, Commissioner Scheppmann seconded to approve the minutes
of the Park and Recreation Commission meeting dated March 24, 2026 as presented. All
voted in favor, and the motion carried unanimously with a vote of 8 to 0.
GENERAL BUSINESS:
1. Review Park and Recreation Commission Bylaws
Jerry Ruegemer, Park and Recreation Director, noted that the bylaws were to be reviewed
annually at the first meeting in April. He said that the bylaws were last reviewed and updated at
the April 22, 2025 meeting.
Chair Leisen requested virtual attendance at the meetings. Mr. Ruegemer responded that the city
isn’t currently offering virtual attendance due to the requirements that must be met per state
statute.
Commissioner Nagel confirmed that the footer would be updated with the correct date.
Commissioner Scheppmann moved, Commissioner Fulkerson seconded to adopt the Park
and Recreation Bylaws. All voted in favor and the motion carried unanimously with a vote
of 8 to 0.
2. 2026 Park Priorities Discussion
Jerry Ruegemer, Park and Recreation Director, shared that City Council advised they could
proceed with the 2026 Park and Recreation projects. He discussed the Stone Creek Hill
neighborhood meeting to garner feedback about the park updates. He requested that the Carver
Beach residents attend the May meeting at 5 p.m. with an early start for the Park and Recreation
Commission, and that the Stone Creek Hill residents attend the meeting at 6 p.m.
Chair Leisen asked about the process for the neighborhood meetings. Mr. Ruegemer responded
that he hoped they would decide the next steps to proceed with the parks. He commented that

they would have options from a request for proposal, complete and submitted before the meeting,
so they could make recommendations to the City Council about the playground.
Commissioner Scheppmann noted the benefit of being prepared before the meeting and asked
what information they would receive. Mr. Ruegemer answered that there was a lot of information
to catalog, so he would consider options to move forward. He noted the benefit of working
through conversations with the residents, especially those at Carver Beach where they are
looking to supplement the equipment already installed at the park.
Commissioner Morgan asked if the open houses were separate from the Park and Recreation
Commission meeting. Mr. Ruegemer responded that the open houses would be separate
meetings.
Commissioner Morgan asked about the format of the neighborhood meetings rather than virtual
polling. Mr. Ruegemer answered that the neighborhood meetings were the traditional process.
Chair Leisen questioned whether they should hold two neighborhood meetings in one night. Mr.
Ruegemer responded that they would limit each meeting to one hour.
Commissioner Morgan asked if the Park and Recreation Commission meeting would be a special
meeting. Mr. Ruegemer answered that the time of the regular Park and Recreation Commission
meeting would be adjusted.
Commissioner Nagel questioned whether they could incorporate polling for those who could not
attend the neighborhood meeting. Mr. Ruegemer responded that residents could email him with
comments to consider.
Youth Commissioner Christenson asked if Stone Creek Park would more likely come to a
consensus. Mr. Ruegemer answered that they were replacing 28-year-old equipment at Stone
Creek Park.
Commissioner Wittl questioned how they invite residents to attend. Mr. Ruegemer stated that
they would send out postcards to property owners within a geographic location.
Commissioner Morgan asked if the scope of the decisions would be A, B, or C. Mr. Ruegemer
responded that they would show the concepts and request which concept was preferred.
3. Community Center Update
Jerry Ruegemer, Park and Recreation Director, discussed Sports Facilities Companies managing
the Community Center facility. The City Council approved the agreement for the company to run
the facility for ten years, with Jodi Sarles as the general manager.

REPORTS:
1. Easter Egg Candy Hunt Evaluation
Priya Wall, Recreation Manager, reviewed the Easter Egg Hunt attendance. She thanked
different sponsors and volunteers for their contributions to the event. She provided an overview
of the coloring contest entries, along with comments and recommendations received after the
event. She summarized the 2026 Easter Egg Candy Hunt expenses and revenue, along with the
Easter survey response results.
Commissioner Fulkerson departed the meeting at 6:45 p.m.
Commissioner Scheppmann asked for clarification about whether the scooters were donated. Ms.
Wall answered that T-Mobile sent them funds for the scooters as a sponsorship donation.
Chair Leisen suggested a photo booth for families.
COMMISSION MEMBER COMMITTEE REPORTS:
1. Civic Campus Sub-Committee Update
Commissioner Nagel said that the Civic Campus Sub-Committee discussed a potential multi-day
schedule for the grand opening of the Civic Campus.
Youth Commissioner Christenson noted the benefits of planning activities for all ages.
Chair Leisen discussed the purpose of the sub-committee. He opened the opportunity for
commissioners to join the sub-committee.
Ms. Wall said that they would make updates to the Fourth of July layout due to continued work
at the Civic Campus. She noted that they would have one large day to celebrate the Civic
Campus with smaller days to showcase other activities.
COMMISSION MEMBER PRESENTATIONS: None.
ADMINISTRATIVE PRESENTATIONS:
Mr. Ruegemer stated that Mary Blazanin, Senior Center Coordinator, was retiring. He reviewed
different activities planned to celebrate her retirement.

SUMMARY
BACKGROUND
The summer of 2026 is quickly approaching, bringing a renewed sense of excitement to our
community. As always, Lake Ann Park is set to be the primary hub for seasonal recreation and
community events.
The concession stand and watercraft rental facility will operate daily from Saturday, May 23 through
Sunday, August 16, between 11 a.m. and 7 p.m. To better serve the crowds at the Summer Concert
Series, hours will extend until 8 p.m. on Thursdays. Sponsored by Old National Bank, these free
musical performances run from June 11 through August 6, from 6:30 p.m. to 8 p.m. While City Center
Park undergoes construction for the Civic Campus Project, Lake Ann Park will host the series again this
year, offering great parking, permanent restrooms, local food trucks and a scenic backdrop. The event
will return to its permanent home once construction wraps up.
We are excited to welcome Mollie Yanda as our Concessions Manager for the 2026 season. Mollie is a
familiar face, having worked at the Lake Ann concession stand in 2025 and served as a winter rink
attendant over the past two winters. Her strong communication skills and exceptional work ethic make
her a great fit to oversee daily operations, staff scheduling, and inventory management.
Paddleboard rentals return this summer through our ongoing partnership with Sanborn Canoe Company
(formerly Grey Duck Outdoor). City staff will oversee the daily management of the eight-board fleet,
with rental revenue shared per our current agreement.

Our waterfront programming is expanding this year with two great options. We are bringing back
Stand-Up Paddleboard (SUP) Yoga on Tuesday evenings from June 16 through August 11, running
from 6 p.m. to 7 p.m. at the Lake Ann boat launch. Led by certified yoga instructor Tracey Souvignier,
the class costs $25 (or $35 with a board rental) and is capped at eight participants per session. For those
new to the sport, staff is also introducing Paddleboarding 101. This one-hour beginner class will help
participants build confidence on the water and is offered on either Monday, June 15 or Monday, June
22 from 6 p.m. to 7 p.m.
Picnic shelter reservations are moving fast, with many weekend dates already full. Staff expects to
coordinate over 100 rentals this season across our three covered spaces, the Klingelhutz and Lakeside
Pavilions at Lake Ann Park, and the Lake Susan Picnic Shelter, projected to generate over $15,000 in
revenue. Additionally, the Lake Ann beach will remain open to the public during standard park hours
from 6 a.m. to 10 p.m.
With a busy lineup and fantastic amenities, staff is ready to provide a safe, high-quality experience for
all visitors this summer. We look forward to another great season and welcome any community
feedback to help us enhance our park operations.

SUMMARY
BACKGROUND
This year's Park Renovation Fund contains $110,000 for a variety of work to be completed as a part of
the city's priorities. The $110,000 budget has been distributed between Stone Creek and Carver Beach
Park for the purchase and installation of new playground equipment, engineered wood fiber, and
associated restoration costs at Stone Creek and supplemental playground equipment at Carver Beach
Park. For Stone Creek, five playground vendors were selected to participate in the RFP process
providing playground equipment designs. Vendors were selected based on past performance and
equipment quality. Four vendors elected to submit proposals for consideration.
Postcards were sent to both the Stone Creek and Carver Beach neighborhoods informing them of the
open houses on Tuesday, May 26. An online option was available for the Stone Creek residents to vote
on a preferred playground design prior to the meeting if they couldn't make the open house. Results will
be made available during to the May 26 meeting. The Carver Beach open house will be more interactive
with the playground vendor present working through options with neighbors present.
DISCUSSION
After the conclusion of the two open houses the regular commission will begin. The commission will

recap and review the playground concepts and the final vote tally from the open house and from the
online votes for Stone Creek Park. The Carver Beach Park neighbors will have a chance to review
options presented and hopefully will decide that evening on their preferred choice. This process is more
fluid and additional time may be needed to work through options which is fine due to more time
flexibility.

Dear Sample:
The City of Chanhassen’s 2026 Park Renovation Fund includes the installation of a playground
Park. The park is located at 2250 Stone Creek Lane E, Chanhassen, MN 55317. Your firm is
invited to submit a proposed playground design for installation at Stone Creek Park.
The objective of this RFP is to permit the selection of one design and approved equipment
manufacturer(s). Your proposal will be reviewed by the Stone Creek Park neighborhood who will
select and recommend a preferred design and manufacturer(s) for the site.
The playground RFP is for equipment and installation support only. The playground container
and safety surfacing are not to be included in this proposal. The city will use the existing
container, which will not be expanded, and the city will place the safety surface in the container
upon the project completion. Your playground proposal must include the cost of equipment, tax,
freight and delivery, and installation supervision.

FORM OF RESPONSE
• Written Response: Written responses to the RFP shall include three complete plans and
specifications listing all components for the structure. A three-dimensional representation of
each play structure in a 24 x 36-inch format and a top-view plan are desired. The designs
must include a transfer station and accessible play route and accommodate the use of
engineered wood fiber safety surfacing. All proposals must include warranty information.
Complete written responses must be received by 3:30 p.m. on Tuesday, May 19, 2026.
• Electronic Response: An electronic copy of the complete proposal package, including plans,
component listing, top view plan, warranty information and three-dimensional drawing must
also be received by 3:30 p.m. on Tuesday, May 19, 2026. Deliver to
jruegemer@chanhassenmn.gov
• You must also provide mounted 24” x 36” display boards for public viewing at the May 26
Park and Recreation Commission meeting.
SELECTION PROCESS
1. City staff will review each written response to ensure conformity with the RFP.
2. Stone Creek Neighborhood will meet to review proposals at the May 26 Parks and
Recreation Commission Meeting
3. Stone Creek Neighborhood will vote on the preferred proposal. The Parks and Recreation
Commission will recommend approval for the preferred option to the City Council for their
June 8, 2026 meeting.
Designs must comply with all local, state and federal safety and accessibility codes and/or
guidelines.
All proposals are to be prepared at no cost to the City of Chanhassen. All submitted materials
become the property of the City of Chanhassen.
