The city’s discretion in approving or denying a FINAL PLAT is limited to
whether or not the proposed plat is consistent with the previously
approved preliminary plat and meets the standards outlined in the
Subdivision Regulations and Zoning Ordinance.
If it meets these standards, the city must approve the final plat.

Bluff Creek Drive Sightline
Looking south: As requested at Preliminary Plat, the updated
grading plan includes cutting down the hill to provide an adequate
sight line.
Looking north: As requested at Preliminary Plat, the updated plans
included more detailed information that show an adequate sight
line is provided (35 mph design).

STORMWATER DESIGN & GRADING
Updated plans have provided more detail on grading.
There are a few pending conditions concerning drainage design, such
as addition of draintile in swale north of Lot 14.
City Staff and the Watershed District consider the proposed design to
adequately accommodate stormwater management.

Questions Received
When will neighbors’ fire pits, trampolines, etc need to be removed
from the development property?
These are considered private encroachments on private land and
removal timing is between both private parties.
In 2024, MnDOT notified adjacent properties when the land was
initially put up for sale that encroachments would need to be
removed.

Questions Received
I still have concerns about drainage. What assurances does the City
have that issues won’t arise years from now?
The City approves construction plans, requires asbuilt certification
from the Engineer of Record, and requires financial securities to
ensure projects are built according to approved plans.
The city does not release the full security until construction has
been verified and all warranty periods have been satisfied.

and development contract with minor modifications as may be
approved by the city attorney for the Pioneer Ridge subdivision,
subject to the conditions of approval, and adopts the attached
Findings of Fact and Decision.”
