On March 17,2026, the Chanhassen Planning Commission met at its regularly scheduled meeting to consider the application of Minnetonka Independenl School District 276 for a public middle school addition. -l he Ptanning Commission conducted a public hearing on the proposed development, preceded h1' a published and mailed notice. The Planning Commission heard testimonl, from all interested persons wishing to speak and now makes the following: The Applicant has requested approval ofthe site plan dated Februarl, 13,2026, prepared by ATSR and VAA Consultants. 2. 'I'he zoning ordinance directs the Cil1" to consider nine possible adversc effects ofthe proposed site plan. The nine elfects and our findings regarding them are: a) Is consistent with the elements and objectives of the city's development guides, including the comprehensive plan, official road mapping, and other plans that mal be adopted. Findine: The site plan is consistent with the 2040 Comprehensive plans and other re I evant dev e lopme nt guide s. b) Is consistent u'ith the site plan revierv requirements. Findine: The sile plan is consistent with the site plon review requirements FINDINGS OF FACT l. The property is currently zoned Office & Institutional (OI). 2. The property is guided in the Land Use Plan for Public and Semi-Public Uses. 3. The legat description olthe propertl is described in Exhibit A. SITE PLAN REI'IEW FINDINGS c) Preserves the site in its nalural state to the extent practicable bv minimizing tree and soil removal and designing grade changes to be in keeping rvith the general appearance ofthe neighboring der,eloped or developing or developing areas. Findine: The proposed design minimizes tree removals and grdding to keep with the appearance of surrounding areas. d) Creation of a harmonious relationship of buildings and open spaces with natural sile features and rvith existing and future buildings having a visual relationship to the development. Findine: The proposed design creates a harmonious relationship between the existing building, the proposed additions, the outdoor recreational area, and the natural dreds. e) Creates a functional and harmonious design for structures and site features, with special attention to the following: i. An intemal sense oforder for the buildings and use on the site and provision ofa desirable environment ftrr occupants, r,isitors and general communitl,; ii. The amount and location olopen space and landscaping; iii. Materials, texlures, colors and details of construction as an expression ofthe design concept and the compatibitiS, ol the same u'ith adjacenl and neighboring structures and uses; turd iv. Vehicular and pedestrian circulation, including walkways, interior drives and parking in terms ol'looation and number olaccess points to the public streets, width of interior drives and access points, general interior circulation, separation ofpedestrian and vehicular traffic and arrangemenl and amount ofparking. Findine: The proposed site plan does create an internal sense of order for the buildings and uses on the site through the balance of landscaping, material applicalions, and improved circulation for pedestrians dnd vehicles. 1) Protects adjacent irnd neighboring properties through reasonable provision for surface u,ater drainage, sound and sight buffers, presen,alion of vieu's, lighl and air and those aspects ofdesign not adequatell, covered b1'other regulations which may have substantial eflecls on neighboring land uses. Findine: The site plan os proposed does protect adjacent and neighboring properties .for surface waler drainage, sound and sight buffers, preservation of views, light and air that could have substantial effects on neighboring land uses. g) Within the Highu'al Corridor (HC) districts, oonsistencl' rvith the purpose, intent and standards of the HC districts. Findine: The proposed site plan is not within the Highu,ay (;orridor District h) Within the BluffCreek Overlay (BCO) district, consislency with the purpose, intent and standards of the BCO district. Findine: The proposed site plan is not within the Bluff Creek Overlay District i) Maintain an acceptable road sl,stem level of senice. Findins: The proposed site pldn maintains an acceptable road system level of senice. The propo,eed site additions and alteratictns will nol result in additional school enrollment or sta/J or increase traffic volumes.
