(MNR) was contracted by Timberline Homes to provide level one wetland delineation services for the 2.5-acre property located at 6651 Galpin Blvd. in Chanhassen, Minnesota (Appendix A, Figure 1). MNR conducted a level one wetland delineation of the site to determine if any wetland areas are present within the property. It was determined from desktop review and confirmed in the field that one wetland is present within the northeastern part of the property along with a linear waterbody channel that flows out of the on-site wetland. DESKTOP REVIEW As part of the level one delineation review, MNR staff conducted a desktop review to evaluate the following data within the project area. Background data are illustrated in the figures in Appendix A. • Minnesota’s Public Waters Inventory (PWI) • National Wetlands Inventory (NWI) • National Hydrography Dataset (NHD) • County Soil Surveys • Aerial Imagery • Hillshade LiDAR Review of the PWI (Figure 2, Appendix A) indicates no Public Waters within the site and the NWI (Figure 3, Appendix A) indicates one wetland community (PEM1C) within the subject property. According to the Carver County soil survey, Hamel loam make up the hydric soil units within the site with the remainder being all non- hydric soils (Figure 4, Appendix A). Below is Table 1 that lists all of the soils mapped within the subject property and includes their map unit symbol, map unit name, drainage class, and whether it is a hydric soil or not. No precipitation data was reviewed for this level 1 wetland delineation review. Table 1. Soils Mapped Within the Survey Area Map Unit Symbol Map Unit Name Drainage Class Hydric/Non-Hydric Soil HM Hamel loam, 0 to 2 percent slopes poorly drained hydric KC Lester-Kilkenny loams, 6 to 12 percent slopes well drained non-hydric KD2 Lester-Kilkenny complex, 10 to 16 percent slopes, moderately eroded well drained non-hydric KE2 Lester-Kilkenny complex, 16 to 22 percent slopes well drained non-hydric METHODS In addition to reviewing all relevant wetland GIS data, the subject property was evaluated via a pedestrian survey on March 2, 2026 to determine and document the presence of wetlands. All potential wetland areas were evaluated utilizing the Routine “Onsite” Determination Method contained in the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Midwest Region for the 1987 Wetlands Delineation Manual Technical Report Y-87-1. For each potential wetland within the survey area, the three wetland parameters except soils (vegetation and hydrology) were examined to determine wetland status. Due to the time of the year, no sample transects were taken along the wetland/upland transition of the wetland that was reviewed in the field. Timberline Homes – 6651 Galpin Blvd. – Chanhassen, MN Midwest Natural Resources 2 RESULTS AND DISCUSSION The subject property was surveyed for the presence of wetland and field surveys resulted in one wetland and one linear waterbody channel being present within the property (Figure 5, Appendix A). The property itself consists of a single-family home with a deciduous woodland dominated by box elder trees, areas of maintained turfgrass behind and to the south of the house, part of one wetland and part of a linear waterbody channel. Across the site there is approximately 40’ of topography change with the high point occurring along the western property boundary at an elevation of 1028’ and the lowest point occurring along the eastern property boundary at an elevation of 984’. No other depressional areas were observed within the property that resemble wetland. Wetland Area Wetland 1 Wetland 1 is located in the northeastern part of the property and extends off-site to both the northwest and east of the property. This wetland would be considered a sloping/depressional, Type 2/3/5, fresh wet meadow, shallow marsh and open water wetland complex. The fresh wet meadow/shallow marsh is dominated by narrowleaf cattail (Typha angustifolia) and reed canary grass (Phalaris arundinacea). Other plants are likely present within the wetland but were not able to be observed due to snow cover. The open water part of the wetland appears to have been excavated sometime in the past with spoil piles observed all around this part of the wetland. A small upland berm is situated between the fresh wet meadow/shallow marsh part and the open water part of the wetland. Figure 6, Appendix A is a Hillshade LiDAR figure that clearly shows the berm between wetland areas. Photo left: near the NE corner of the property facing NW at the fresh wet meadow/shallow marsh part of the wetland. The wetland slopes slightly from west to east with approximately 2-3’ of fall. Timberline Homes – 6651 Galpin Blvd. – Chanhassen, MN Midwest Natural Resources 3 At the southern end of this wetland is an open water body with an outlet channel that flows through the property for approximately 50’ or so before it continues off-site to the south and east. At the time of the survey the channel was frozen over and appears to be approximately 10-15’ wide with gently rising sideslopes on both sides. Photo left: near the small berm facing south at the outlet for the wetland. Photo left: view of open water part of the wetland that is located mainly off-site to the east. Timberline Homes – 6651 Galpin Blvd. – Chanhassen, MN Midwest Natural Resources 4 Historic Imagery Review As part of the level one wetland delineation process, MNR reviewed additional information for determining the extent of possible wetland within the site. Appendix B includes five years of historic imagery including 1991, 2000, 2012, 2020, and 2023. These years were selected since they have higher resolution than other available years and interpreting any wetland signature was easier with higher resolution imagery. Based on review of historic imagery, the wetland boundary digitized appears to match up very closely with the signature of wetland that can be seen throughout the years.
