MINNESOTA FINDTNGS OF FACT AND RECOMMENDATION lN RE: Application of BKV Group - Planning Case No. 2026-01, Chanhassen Community Center, for a site plan review, On [ebruarv 17,2076, the Chanhassen Planning Commission met at i1s regularll, scheduled meeting to consider the applicalion ol BKV Group for a community center. The Planning Commission conducted a public hearing on the proposed development, preceded b1 a published and mailed notice. The Planning Commission heard testimony from all interested persons wishing to speak and now makes the follou,ing: FINDINGS OF FACT I . The property is currently zoned Planned Unit Development (PUD). 2. The property is guided in the Land Use Plan for Office and Commercial Uses. 3. The legal description ofthe property is described as Lot l, Block I of the Chanhassen Bluffs plat. The Applicant has requesled approval ofthe site plan dated January, l, 2026, prepared bl Bill Diede. 2. The zoning ordinance directs the Citl'to consider nine possible adverse effects ofthe proposed site plan. The nine effects and our findings regarding them are: a) Is consistent with the elements and objectives ofthe city's development guides, including lhe comprehensive plan, official road mapping, and other plans that ma),be adopted. c) Preserves the site in its natural state to the extent practicable by minimizing tree and soil removal and designing grade changes to be in keeping with the general appearance ofthe neighboring developed or developing or developing areas. d) Creation ofa harmonious relationship ofbuildings and open spaces with natural site fealures and with existing and future buildings having a visual relationship to the development. I e) Creates a functional and harmonious design for structures and site features, with special attention to the following: i. An intemal sense of order for the buildings and use on the site and provision of a desirable environment for occupants, visitors and general community; ii. The amount and location ofopen space and landscaping; iii. Materials. textures, colors and details ofconstruction as an expression ofthe design concept and the compatibility ofthe same with adjacent and neighboring structures and uses; and ir,. Vehicular and pedestrian circulation, including walkways, interior drives and parking in terms of location and number of access points to the public streels, u'idth of interior drives and access points, general interior circulation, separation of pedestrian and vehicular traffic and arrangement and amount of parking. f) Protects adjacent and neighboring properties through reasonable provision for surface water drainage, sound and sight buffers, preservation of views, light and air and those aspects of design not adequately covered b1' other regulations which may have substantial effecls on neighboring land uses. g) Within the High* a1' Corridor (HC) districts. consistencv u'ith the purpose, intent and slandards of the HC districts. h) Within the BluffCreek Overla_"-'(BCO) district, consistency' *,ith the purpose, inlent and standards ofthe BCO district. i) Maintain an acceptable road svstem level ofservice Findins; The proposed development is consistenl wilh the city's design requirements, the Comprehensive Plan, the zoning ordinance, the design standards, and the site plan review requirements.
