01.20.2026 PC MinutesCHANHASSEN PLANNING COMMISSION REGULAR MEETING MINUTES JANUARY 20, 2026 CALL TO ORDER: Chairman Noyes called the meeting to order at 6:00 p.m. MEMBERS PRESENT: Chair Eric Noyes, Steve Jobe, Jeremy Rosengren, Mike Olmstead, Dave Grover, and Katie Trevena. MEMBERS ABSENT: Ryan Soller. STAFF PRESENT: Rachel Arsenault, Associate Planner. PUBLIC PRESENT: Jerry Ripley Alliant Engineering Darlene Hansen 7750 Crimson Bay Rd. PUBLIC HEARINGS: 1. CONSIDER A REQUEST TO REZONE FROM RURAL RESIDENTIAL TO SINGLE-FAMILY RESIDENTIAL FOR PROPERTY LOCATED AT 7750 CRIMSON BAY ROAD (Planning Case #2025-19) Associate Planner Rachel Arsenault reviewed the rezoning request from Rural Residential to Single-Family Residential. She summarized the property’s background and noted that it was reguided from Residential Large-Lot to Residential Low-Density in a 2023 comprehensive plan amendment due to the planned extension of utility access that was installed in 2024. The applicant requested to change to a residential single-family district, which was one of the eligible zoning districts. She stated that the neighboring zoning was rural residential, and further properties were single-family residential, office institutional, and agricultural estate. She reviewed the city’s level of discretion in rezoning because it is acting in its legislative or policy - making capacity. She mentioned the rezoning was contingent on the successful recording of the lot-line adjustment. Commissioner Jobe said it was a straightforward request. Chairman Noyes said it was a reasonable request. Commissioner Jobe asked if they foresaw any issues with the lot line adjustment. Mrs. Arsenault responded that the lot line adjustment was an administrative request and everything was in accordance with the zoning district. Chairman Noyes opened the public hearing. There were no public comments. Planning Commission Minutes – January 20, 2026 2 Jerry Ripley, Alliant Engineering, said he could answer any questions. Chairman Noyes closed the public hearing. Commissioner Olmstead moved, Commissioner Trevena seconded that the Chanhassen Planning Commission recommends approval of the requested rezoning of the property located at 7750 Crimson Bay Road from Rural Residential to Single-Family Residential. All voted in favor, and the motion carried unanimously with a vote of 6 to 0. APPROVAL OF MINUTES: 1. APPROVAL OF PLANNING COMMISSION MINUTES DATED DECEMBER 2, 2025 Commissioner Jobe moved, Commissioner Grover seconded to approve the Chanhassen Planning Commission summary minutes dated December 2, 2025, as presented. All voted in favor, and the motion carried unanimously with a vote of 6 to 0. COMMISSION PRESENTATIONS: ADMINISTRATIVE PRESENTATIONS: CORRESPONDENCE DISCUSSION: OPEN DISCUSSION: Commissioner Olmstead asked about the February meeting. Mrs. Arsenault answered that she hoped she would have the updated sign ordinances for their review after they were brought to a City Council workshop. She stated they had no other current development applications other than the rezoning. Commissioner Rosengren asked about the denied variance in December and if there was an update. Mrs. Arsenault answered that the applicant did not appeal the variance denial. ADJOURNMENT: Commissioner Grover moved, Commissioner Rosengren seconded to adjourn the meeting.
