Letter Indicating REASONS FOR REQUEST
1. Lot 4, Block 2, Trolls Glen First Addition is an unusual lot.
a) It is surrounded by blacktop on three sides, thus requiring a 30 foot
set -back on each of these sides.
b) The boundary consists of two straight segments and four arcs of circles
which complicates the location of the property lines and the positioning of rec-
tangular driveways, etc.
c) It has a low portion in the southwest corner of the lot. Excess water
remains in this corner of the lot since 77th Street was constructed at a higher
level.
d)- The distance between propety line and the curb of the cul-de-sac on
the north end ranges from 30 feet on the east to 20 feet on the west, instead
Of the standard 10 to 12 feet city easement.
2. The variance would'allow-the prpposbd:residence,to_conform to -the -actual
set -backs of other houses in the cul-de-sac from the curb.
3. The variance would keep the proposed driveway a reasonable length to the
garage and keep the house away from the low portion of the lot.
4. The variance would retain privacy from Lone Cedar Lane and 77th Street.
5. The variance is necessary to place a proper home with 2-car attached garage
and minimum square footage (1500) according to the Trolls Glen Covenants and
Restrictions.
ADDITIONAL COMMENTS
1. There are a few, if any, cities in the Metropolitan area that insist on a
set -back of 30 feet on three sides of a lot.
2. A special effort was made to have the house plan conform to the lot and to
shield the house from the north and west. The garage is planned for the north-
west corner and the house is lowered at the south end where there is a drop in
the grade level.
3. A greenhouse is planned on the upper level facing south. This will allow
a passive flow of warm air to heat the upper level during sunny winter days.
4. The house is oriented so that two solar panels may be roof mounted for
domestic hot water.

Petition
The petition before the Board of Adjustments and Appeals is to hold
a public hearing to gather neighborhood sentiment to the subject variance
request.
Background
1. Community Location: As shown in enclosure 1, the subject property
is Lot 4, Block 2, Trolls Glen First Addition and is located in the
north west quadrant of the intersection of Lone Cedar Lane and W. 77th St.
2. Existing Zoning: The subject property and its environs are
presently zoned R-1, Single family residence district.
3. Utilities: Sanitary sewer and. municipal water are presently
available to the subject property.
Planner" s'Commerits
1. Enclosure 2 is a list of reasons for the variance request as
submitted by the applicant. Of primary importance on this list is
the fact that the lot has three frontages thus having three 30 foot
setbacks on each side required, it has a low portion in the southwest
corner of the lot where water occasionally gathers and the distance
between the property line and the as built street surface ranges from
30 feet to 20 feet.
2. As shown in the applicant's site plan, he is requesting an 182 foot
variance to a new setback line which would place the northeast corner
of the proposed garage 41 feet from the as built curb line on Lone Cedar
Lane cul-de-sac.

3. At the time of this report, this office believes that any possible
expansion of the cul-de-sac on Lone Cedar Lane, is rather remote.
In measuring from the actual center of the as built cul-de-sac, the
width of roadway has a 40 foot radius which is the minimum required
by Subdivision Ordinance 33.
Planner's Recommendation
I believe that the request of the applicant would essentially help
maintain visual consistency in regards to the setbacks of the other
houses on the cul-de-sac of Lone Cedar Lane as well as provide a
practical solution to the rather restricted area of building brought
on by the three sided frontages and .the low spot in the southwest corner
of the property. I subsequently recommend that the Board of Adjustments
and Appeals look favorably upon the applicant's request. I recommend
that the city council grant an 18k foot front yard variance to
Mr. Thompson for Lot 4, Block 2 Trolls Glen First Addition.
