As you know, the Chanhassen Planning Commission duly considered your
request for redevelopment of the Old Feed Mill property on Wednesday,
February 8, 1978. Please be advised, the Chanhassen Planning
Commission took no action on your request; but rather, the Planning
Commission forwarded your plans to the Chanhassen Housing and
Redevelopment Authority (HRA) for their consideration and review.
After the HRA has reviewed and approved your plans, the Planning
Commission will consider a conditional use for the feed mill property.

Dear Chairman Roos:
The Housing and Redevelopment Authority (HRA) understands that the
Planning Commission will be considering a sketch plan for a proposed
development on West 78th Street on February 8, 1978. We are unaware
of the specific type of consideration which is proposed, but we would
ask that the Planning Commission not take action either encouraging
or discouraging this development until the HRA has an opportunity
to review this and respond to the Planning Commission.
Through your help the HRA has now completed establishment of a tax
increment district for downtown Chanhassen. Preparation and establish-
ment of the plan and supporting documents was not easy and represented
a significant cost to our business people and the City. However,
the plan, as now certified to the County and State, is simply a
starting point for the HRA. The district simply provides the tool
by which development or redevelopment can occur, but does not consider
how, where, when, or what. Answers to these questions will be even
more difficult and will represent a great deal more interaction between
the HRA and other city commissions, city council, business people and
community. We are aware of the challenges in front of us and welcome
this new phase of interaction. We are presently on
a fast track schedule to get us to a point of meaningful dialogue
between ourselves and the community.
Again, the purpose of this communication is twofold - one to ask for
time and input on the development presently before you and, secondly,
to inform of our status and to make you aware of our intent to begin
a very meaningful discussion of development objectives within the
very near future. Although it may be too early to meet, as we are
simply at a stage of "where are we?", "where do we go from here?",
and determining how "concepts" may be developed, it may be advantageous

to consider having a Planning Commission representative attend some
of our meetings to insure a method of communicating was open at a
very early stage. We leave the determination as to the advis ability
of a representative attending some of our meetings solely to your
discretion.
