The City of Eau Claire is also considering adoption of
regulations concerning landscaping plans and policies for Public
properties. At the present time, landscaping is an integral
part of all public facilities projects; however, there are no
specific ,guidelines.
Our City Ordinance for Public Districts requires Plan Com-
mission review for all significant improvements to Public
properties. This includes City, County and State. I am includ-
ing a copy of our ordinance on Public Districts for any assistance
it may provide.

18.20.100 Approval of plan.
18.60.010 Generally. Public districts may include
such water areas as are publicly owned, controlled and
regulated and such land areas as are owned, controlled,
regulated, used or proposed to be used by the city, or
other public body. (Ord. 3501(part), 1975).
18.60.015 Statement of purpose. The public prop-
erties district is established to allow for public use
of certain areas, such as parks, playgrounds, schools,
governmental uses, and other public areas deemed as
having some historical or aesthetic value. Development
shall be limited to those projects which meet the regula-
tions of the district and which also may be in accord with,
and promote, the purposes set forth in the city's compre-
hensive community plan and other officially adopted plans
of the city. (Ord. 3501(part), 1975).

18.60.0.20 Standards governing approval. The plan
commission shall consider the proposed public properties
use from a point of view as to achieve a maximum of
coordination between the proposed use and the surrounding
uses, the conservation of woodland and the protection of
watercourses from erosion, siltation and pollution, and a
maximum of safety, convenience and amenity for the resi-
dents of the area. To these ends the plan commission and
the city council shall consider the location of buildings,
parking areas and other features with respect to the topog-
raphy of the area and existing features such as streams
and large trees; the efficiency, adequacy and safety of
the proposed layout of streets and driveways; the adequacy
and location of green areas required; the adequacy, location,
and screening of required parking areas; if the project
can be planned and developed to harmonize with any existing
or proposed development in the area surrounding the project
site, and such other matters as the plan commission and
city council may find to have a material bearing upon the
stated standards and objectives of the public properties
zone regulations. (Ord. 3501(part), 1975).
18.60.030 Uses permitted. The following uses shall
be permitted:
A. Boating and swimming;
B. Arboretums, noncommercial;
C. Municipal uses, city owned and operated;
D. Public parks, playgrounds;
E. Public utility and public service uses;
F. Noncommercial parking;
G. Boat landings and boat docks for public use;
H. Signs for municipal and public utility use;
I. Schools, athletic fields and golf courses, and
related educational or recreational facilities;
J. Other public buildings, lands, grounds, and uses,
including public housing facilities. (Ord. 3697, 1976; Ord.
3501 (part) , 1975) .
18.60.040 Lot area, lot width, side yard, rear yard,
front -yard, lot coverage and building height requirements.
In the public properties district, the requirements for.
lot area, lot width, side yard, rear yard, front yard, lot
coverage and building height shall be consistent with basic
planning and zoning principals and designed to encourage
and promote improved environmental design. Such require-
ments as are made a part of an approved, recorded, precise
site plan, as approved by the plan commission in accordance
with the standards provided herein, shall be construed to
be and enforced in accordance with this section. (Ord.

18.60.050 Character and intensity of land use. In a
public properties district, the uses proposed, and their
intensity and arrangement on the site, shall be of an
aesthetic and operational character which:
A. Would be compatible with the physical nature of
the site with particular concern for preservation of natural
features, tree growth and open space;
B. Would produce an attractive environment of sustained
aesthetic and environmental desirability,. and functional
practicability compatible with the general development plans
for the area as established by the community;
C. Would not create a traffic or parking demand in-
compatible with the existing or proposed facilities to serve
it. (Ord. 3501(part), 1975).
18.60.060 Standards for streets and utilities. The
width of street right-of-way, width and location of street
or other paving, outdoor lighting, location of sewer and
water lines, provisions for storm water drainage or other
similar environmental engineering consideration shall be
satisfactory to the plan commission provided, however, that
in no case shall standards be less than those necessary to
insure the public safety and welfare as determined by the
city.. (Ord. 3501(part), 1975).
18.60.070 Screening requirements. When property for f00*N
nonresidential uses or structures in a public properties
district abuts property for a residence or residentially
zoned districts, appropriate screening may be required by
the plan commission to form an opaque screen which visually
separates the different uses. In making its determination
hereunder, the plan commission shall apply the standards
and conditions provided under Section 18.28.160, insofar
as the same are applicable. (Ord. 3501(part), 1975).
18.60.080 Off-street parking.In the public proper-
ties district, off-street parking facilities shall be pro-
vided in accordance with applicable regulations herein set
forth in Section 18.28.150. (Ord. 3501(part), 1975).
18.60.090 Zoning procedure --Site plan. The procedure
for zoning to a public properties district shall be the
same as required for any other zoning district. In addi-
tion thereto, a site plan shall be required prior to any
physical change, as defined in subsection B hereof, or change
in use of such property and shall be subject to the following
additional requirements:
A. General Site Development Plan. The applicant shall
file with the plan commission a general site development plan
which shall include the following information:
1. A statement describing the general character of *,ON
the intended development;

2. An accurate map of the project area including
its relationship to surrounding properties and existing
topography and key features;
3. A plan of the proposed project showing at least
the following information in sufficient detail to make pos-
sible the evaluation of the criteria for approval:
a. The pattern of proposed land use including
shape, size and arrangement of proposed use areas, density
and environmental character,
b. The pattern of public and private streets or
drives.
B. Within this section, the term "any physical change"
means any new construction of a building or structure, exter-
nal alteration of an existing building or structure, or modi-
fication of any property located within a public properties
district, including the removal or alteration of trees or
other vegetation which, in the case of property owned by the
state, requires an environmental impact statement to be filed
pursuant to the provisions of Wisconsin Statutes, Section 1.11,
or which, in the case of property owned by any other entity,
significantly affects the quality of the human environment in
the judgment of the plan commission. However, projects neces-
sary to maintain or repair buildings and grounds that will not
require exterior physical design or use changes will be per-
mitted without a site plan. (Ord. 3543 §91, 2, 1975: Ord.
3501 (part) , 1975) .
18.60.100 Approval of plan. Within sixty days after
completion of the filing of the general site development plan,
the plan commission shall forward to the city council a recom-
mendation that the plan be approved as submitted, approved
with modifications, or disapproved. Approval of the general
site development plan shall establish the basic right of use
for the area in conformity with the plan as approved, which
shall be recorded as an integral component of the district
regulations. (Ord. 3501(part), 1975).
