Since the subject property is zoned R-1, Single Family Residential, Mr. Johnson is requesting a variance to the area requirements of said R-1 use district. As shown in enclosure 1, the subject property is located east of Nez Perce Avenue at the intersection of Kiowa and Carver Beach Road. Existing Zoning The subject property and environs is zoned R-1, Singld Family Residential. Comprehensive Plan Proposal Pursuant to the adopted Carver Beach Plan, the subject property and environs is to assume a low density single family residential identity upon the installation of sanitary sewer and water. Said low density, pursuant to the Carver Beach Plan, means 10,000 square feet as the minimum for each residential building site. Municipal Services Sanitary sewer and water is in place and in service to the subject property. Parenthetically, the city council has assessed one sewer and water trunk unit to the subject property. i Don Ashworth -2- June 14, 1977 Physiography of the Subject Property Vegetation: The subject property is covered with many mature sugar maples. Topography: The subject property gently slopes to the east. No major topographical building constraints exist on the property. Planner's Comments 1. In response to city assessment policy, the city council would be hard pressed to withhold the issuance of a building permit provided the applicant meets all required city setbacks. 2. It is impossible for the property owner to acquire additional property to the east or west to expand the subject property because residential structures presently exist on adjacent parcels. 3. The subject property meets or exceeds the minimum lot area requirements as set forth in the Carver Beach Neighborhood Plan. Planner's Recommendation I recommend the council look positively on the applicant's variance request and grant the appropriate building permits, provided the applicant meets all other city set back requirements. Board of Adjustments and Appeals Recommendation The Board of Adjustments and Appeals duly met on Tuesday, June 7, 1977, to consider Mr. Johnson's variance request. At that meeting "A motion was made by Roman Roos and seconded by Dick Pearson to recommend the council grant a variance if the owner meets city setback requirements. The following voted in favor: Roman Roos, Dick Pearson and Willard Johnson". Action by City.
