MINUTES
JANUARY 26, 2026
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember Schubert, Councilmember von Oven, and Councilmember Kimber
COUNCIL MEMBERS ABSENT: None.
STAFF PRESENT: Laurie Hokkanen, City Manager; Charlie Howley, Public Works
Director/City Engineer; Patrick Gavin, Communications Manager; Matt Unmacht, Assistant City
Manager; Jerry Ruegemer, Parks Director; Eric Maass, Community Development Director; and
Jenny Potter, City Clerk
PUBLIC PRESENT:

Nora Nashawaty, Chanhassen Resident
Jay Johnson, 7496 Saratoga Drive
PUBLIC ANNOUNCEMENTS:
1. Proclamation Designating January 27, 2026, as Rick Rice Day
Mayor Ryan acknowledged IT Manager Rick Rice’s contributions to the city before his
retirement on January 26th, 2026.
Rick Rice provided comments about his time working for the City of Chanhassen.
2. Invitation to February Festival
Mayor Ryan invited residents to February Fest on February 7th from 12-3 p.m. on Lake Ann.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember von Oven
seconded that the City Council approve the following consent agenda items 1 through 10
pursuant to the City Manager’s recommendations:
1. Approve City Council Minutes dated January 12, 2026
2. Approve City Council Work Session Minutes dated January 12, 2026

3. Receive Environmental Commission Minutes dated December 10, 2025
4. Receive Planning Commission Minutes dated December 2, 2025
5. Approve Claims Paid dated January 26, 2026
6. Fire Inspection Services Agreement
7. Resolution 2026-10: Accept the Plans and Specifications and Authorize Advertisement for
Bids for the 2026 Great Plains Blvd/Lake Dr East Rehabilitation Project No. 26-02
8. Resolution 2026-11: Accepting Public Streets, Utilities, and Stormwater Improvements
within The Bluffs at Lake Lucy Development
9. Resolution 2026-12: Approve Service Agreement for 2026 Joint Assessment with Carver
County Assessor
10. Ordinance 756: Change the name of 82nd Street West to Lyman Boulevard, for the property
addressed within the Chanhassen municipal boundary.
All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
Lucy Rehm, Representative for District 48B, discussed several issues the community is facing
due to the 3000 federal agents in Minnesota. She said she would support legislation to prevent
ICE abuses in February. She encouraged residents to contact legislators in Washington, D.C.
Nora Nashawaty, said she was carrying around her U.S. Passport to prove her citizenship. She
reviewed her requests at the last meeting, including passing a resolution, limiting cooperation
with ICE Agents by requiring signed judicial warrants when seeking people on city property, and
establishing a human rights commission. She reviewed the responses she received from the last
meeting, including Councilmember von Oven's comments. She requested that the City Council
act on behalf of its residents.
Jay Johnson, 7496 Saratoga Drive, invited residents to attend the precinct caucuses.

Councilmember Schubert moved, Councilmember Kimber seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 7:30 p.m.
