REGULAR MEETING
MINUTES
JANUARY 12, 2026
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember von Oven, and Councilmember Kimber.
COUNCIL MEMBERS ABSENT: Councilmember Schubert.
STAFF PRESENT: Laurie Hokkanen, City Manager; Charlie Howley, Public Works
Director/City Engineer; Patrick Gavin, Communications Manager; Matt Unmacht, Assistant City
Manager; Jerry Ruegemer, Parks Director; and Jenny Potter, City Clerk.

PUBLIC ANNOUNCEMENTS:
1. Commission Vacancies
Mayor Ryan noted that there were commission vacancies open, and she encouraged residents to
apply for one of the openings.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 19
pursuant to the City Manager’s recommendations:
1. Approve City Council Minutes dated December 15, 2025
2. Approve City Council Work Session Minutes dated December 15, 2025
3. Receive Environmental Commission Minutes dated November 12, 2025
4. Approve Claims Paid dated January 12, 2026
5. Adopt 2026 Legislative Priorities
6. Appoint Acting Mayor

7. Appointments to the Fire Relief Association Board of Trustees
8. Designate Official Newspaper

All voted in favor, and the motion carried unanimously with a vote of 4 to 0.
VISITOR PRESENTATIONS.
Nora Nashawaty noted that she was a member of the Parks and Recreation Commission. She
stated that she was disappointed about the lack of response from the City Council about the
human rights violations occurring in Chanhassen. She requested a resolution condemning
misconduct committed by any officers. She requested that the city limit cooperation with the
immigration officers. She requested that the city establish a Human Rights Commission, as
neighboring cities have the same commission.

Linda Paulson thanked the city for their work on the curb and gutter. She provided information
about fire safety options. She expressed excitement about the new City Hall building but said she
was not in favor of the metal grates.
1. Judy Harder Citizen Action Request
Judy Harder, 541 W 78th Street, discussed the benefits of a healthy tree canopy. She stated that a
Heritage Tree Ordinance was coming up for discussion, which was a good start, but they could
go further. She suggested a community planning opportunity to discuss opportunities to plan for
trees in Chanhassen.
PUBLIC HEARINGS.
1. Resolution #2026-09: Approve vacating a portion of the Right-of-way of Crimson Bay
Road
Charlie Howley, City Engineer, reviewed the resolution to vacate a portion of the public right-of-
way in order to clean up the excess right-of-way at the south end of Crimson Bay Road because
of the recent street improvement project. He said that an application for a lot line adjustment was
submitted to the Planning Commission.
Mayor Ryan opened the public hearing. There were no public comments.
Mayor Ryan closed the public hearing.
Councilmember von Oven moved, Councilmember Kimber seconded that the Chanhassen
City Council approve a resolution authorizing the vacation of a portion of the right-of-way
as dedicated in the Plat of Crimson Bay Road. All voted in favor, and the motion carried
unanimously with a vote of 4 to 0.

CORRESPONDENCE DISCUSSION.
1. Assisted Living Facilities Letter
Councilmember McDonald moved, Councilmember Kimber seconded to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 4 to 0. The
City Council meeting was adjourned at 7:22 p.m.
