Purpose of Memorandum
The intent of this memorandum is to compare projected vehicle trip generation for the
southeast quadrant under two scenarios:
1. Land uses assumed in the 2023 Avienda Traffic Impact Analysis (TIA)
2. The currently proposed Recreational Community Center land use.
For consistency, this comparison uses total site trip generation without applying internal
capture or pass-by trip reductions.
Previous Report Information
The Avienda Traffic Impact Analysis (TIA), completed on July 28, 2023, provided trip
generation estimates under two development scenarios:
• Table 5: Trip Generation for the 2022 Planned Unit Development (PUD) without the
Southeast Quadrant.
• Table 7: Trip Generation for the 2022 PUD including the Southeast Quadrant, with
separate grocery use.
(These table and figure references match the original Avienda report for consistency.)

the Avienda study, is included below. Table 5 reflects total trip generation without the
Southeast Quadrant, while Table 7 reflects total trip generation with the southeast
quadrant included. For additional details and assumptions, please refer to the full Avienda

The southeast quadrant under review for this comparison is approximately 15 acres, which
closely matches the size of the current Community Center site plan.
One adjustment was considered when comparing overall development trips:
• The proposed Community Center layout includes parking west of the building,
which reduces the space available for a previously assumed senior housing
development adjacent to the site.
• This change would result in fewer trips for this development than originally
estimated. For example, if the remaining space was utilized for 8000 SF of Office
versus the current assumption of 300 dwelling units of senior housing, daily trips
would be reduced by 715, AM peak period trips would be reduced by 31, and PM
peak period trips would be reduced by 36.
However, to maintain a conservative and straightforward comparison, no trip generation
reductions have been applied.

Trip Generation Comparison Process
The comparison of trip generation for the Southeast Quadrant followed these steps:
1. Review Prior Study Data: Determine the estimated trip generation for the southeast
quadrant based on the 2023 Avienda Traffic Impact Analysis (TIA).

2. Develop Current Estimates: Using the 12th Edition of the Institute of Transportation
Engineers (ITE) Trip Generation Manual, calculate trip generation for the proposed
Recreational Community Center (Land Use Code 495).
3. Compare Estimates: Evaluate differences between the previous trip generation
estimates and the current estimates for the southeast quadrant.
4. Summarize Overall Impact: Provide a “big picture” summary of total development
trip generation under both previous and current conditions.
STEP 1: Review Prior Study Data

5,015 daily, 385 AM peak, and 535 PM peak, total site trips were previously estimated for
the southeast quadrant.
STEP 2: Develop Current Estimates
Trip estimation for a 195,000 SF Recreational Community Center (ITE LUC 495) is shown in
Table 2.

STEP 3: Compare Estimates
For the southeast quadrant, the current community center site plan is anticipated to
generate a slight increase in total daily trips compared to previously assumed land uses:
• Current Estimate: 5,364 daily trips
• Previous Estimate: 5,015 daily trips
• Difference: +349 trips daily
Importantly, the community center is expected to generate fewer trips during peak traffic
periods, when roadway operations are most critical:
• AM Peak: 94 fewer trips.
• PM Peak: 62 fewer trips.
There are fewer trips projected overall during the AM and PM peak hours; however, the
directional distribution indicates AM OUT and PM IN could exceed prior study projections
by a modest amount, additional details are provided in Table 3.

Other Site Plan Considerations
At the time of this review, internal circulation for the site had not been finalized. There are
no access changes to Bluff Creek Boulevard proposed as part of this project.
Summary
Based on this trip generation review, the changes in SE quadrant trip estimation, resulting
from the community center, are anticipated to be minor overall when compared to the
previous study. Even though total daily trips are anticipated to increase slightly for the SE
quadrant (1.5% increase), the AM and PM peak periods are expected to see trips decrease
by approximately 7.5% and 3.2%.
This comparison does not include changes in traffic from adjacent developments. For
example, senior housing west of the community center could reduce trips, and future
development east of the center could add trips. Although these factors were not included in
the numbers shown in Step 4 of this comparison, an example of how trip reductions for the
senior housing west of the community center could work was provided earlier in this
memo.
