Non-profit schools, including colleges, having a regular course of study accredited by the State of Minnesota. " I believe your question relates to the use of the word "accredited" in a time frame sense. In my opinion as the past tense is employed in "accredited", the ordinance refers to a school whose course of study has been accredited prior to the securing of a conditional use permit. To amend Section 16. 02, Permitted Uses, to add subsection 8, reading as follows: 8. "Institutional Uses". These shall include the following: church, religious institution, club or lodge (non-profit) , specialized housing (for students, mentally ill, infirm, elderly, physically or mentally retarded, and similar group housing) , medical uses (those uses involving the diagnosis, treatment and care of human beings, includ- ing hospitals, dental services, medical services or clinic, nursing or convalescent home, orphans' home, rest home, sanitarium, chemical dependency center, and similar uses) , day nursery, veterinary clinic, schools (public and private providing instruction to three or more students on the premises at any given time) , philanthropic or eleemosynary organization, fraternity, sorority, welfare , or similar use. Copies of Section 16. 02, Permitted Uses, as proposed to be amended as above are available for inspection at the City Hall. All persons interested may appear and be heard at said time and place.
