The plan is responsive to a need for Lyman Lumber Company to consolidate the facilities presently located in Excelsior, Wayzata and Long Lake. An examination of several available parcels of industrial real estate on the western edge of the Twin Cities established the proposed location as most desirable in terms of access (both vehicular and rail), parcel size, and development potential. It is bordered on the south by State Highway No. 5 and on the North by the Chicago, Milwaukee, St. Paul and Pacific Railroad. The site, as well as the land directly to the east and to the west, is presently being used for agricultural purposes. Other land uses presently in the area are office, commercial, and multiple family residential. Engineers and Surveyors of Hopkins, Minnesota. Lyman Lumber Company will purchase 20 acres from Gabbert and Beck, Inc. --the present owners --upon the City's approval of the development plan. The following describes the site: DESCRIPTION OF WEST 20 ACRES: The east 782.35 feet of the west 1410.40 feet of that part of the Southwest Quarter of Section 7, Township 116, Range 22, Hennepin 'County, Minnesota, lying southerly at the right-of-way of the Chicago, Milwaukee, St. Paul and Pacific Railroad. Access to this site as well as adjacent parcels will be provided by a frontage road which will connect to a future arterial roadway on the Chanhassen/Eden Prairie municipal boundary. State Highway No. 5 is to be upgraded with limited access points, medians, and other safety improve- ments. Because the construction of the frontage road will take place at a now unknown time. Lyman Lumber Company will require a temporary access to its site for the interim period. City staff will negotiate the placement and execu- tion of that access point with the State Highway Department. The site is zoned P-4 (Planned Industrial Development District). All uses proposed are permitted uses under the P-4 zoning. Approximately seven acres of the twenty acre site is under cover; the trees are mixed hardwoods. The topography is gently rolling with the majority of the site at grades of 5% or less; smaller isolated areas range up to grades of 15%. The existing drainage patterns carry the runoff water from the site in two directions. The rear two-thirds of the runoff flows east through the land adjacent to the site and empties into Mitchell Lake in Eden Prairie. The front one- third of the site flows to the south and finds its way into Rice Marsh Lake. Preliminary soil tests have been conducted on site and reveal that some complication may exist at the rear of the site along the railroad if buildings are to be constructed in this area. Sanitary sewer and water are not constructed to the site but are located approximately 628 feet west of the westerly property line on the north side of State Highway No. 5. These utility lines have adequate size and elevation to serve the Lyman Lumber Company Development. 10 site plan The location of the functions on th.e site accomplishes th.e design objectives in several ways. The millwork plant --a completely interior storage and assembly operation --has been sited towards the front in order to allow all exterior storage areas for other functions to be in the rear of the site. This also allows the building to function as a screen for the storage areas of the distribution yard. By locating the large millwork structure and the large hard surface area of the lumber distribution yard on the westerly portion of the site, a minimized impact is made on the exist- ing vegetation. All exterior storage of the lumber distribution yard and the component plant --where roof trusses and wall panels will be assembled --is placed in the lowest and least visible portion of the site, and screened by structures and existing vegeta- tion. An area of approximately 3.5 acres has been reserved as a future development area. Because this area is largely tree covered it will act as a natural screen of the operations to the rear. All functions of the development are given rail access by a spur that divides the.site. Sketch A illustrates the millwork building. Pre -cast concrete panels, tilted into place, form the infill of a structural system of steel or concrete. Skylights would provide natural light to the interior assembly and storage areas. The dispatch office is characterized by Sketch B. Also of precast concrete panels, this building is treated differently in terms of windows and spaces to reflect the people oriented function that it will serve. Ponding areas for the control of sediment will be provided as required by the Riley -Purgatory Creek Watershed District. In addition, erosion control measures will be utilized during construction and the altered land will be stabilized as quickly as possible according to approved Watershed District techniques. Phase 1 - 1975, will consist of the 44,000 square foot mill- work buidling and supporting land area, as well as the install- ation of the rail spur. Phase 2 - 1976, will include all facilities associated with the lumber distribution yard. The first and second phases will, intermesh somewhat to physically and economically simplify construction. Phase 3 - 1978-79, will accommodate the component plant and supporting land area. Phase 4 - 1980, includes the general office facilities of Lyman Lumber Company. Phase 5 - 1980+, is the 3.5 acre parcel held in reserve. This may be used for expansion of the Lyman Lumber Company, or it may be developed by Lyman for another use, or it may be sold to another party.
