Subject: Colonial Shopping Center in CBD - Review of Exterior
Remodeling Plans.
At your request, I have reviewed the proposed building plans and condi
'Lions as they now exist at the site. Primary emphasis has been placed
upon analysis in relation to Downtown Improvement Plans (intent,
purpose, policy, procedures, etc.). fly observations and recommenda-
tions are as follows:
a) Based upon plans as presented to the CBD Committee at our noon
meeting held June 17, 1974, it is my opinion that the proposed
new front (architectural facade) is a most welcome improvement
and conforms to the desired Downtown architectural theme.
b) I would agree with the Committee.that a similar treatment is
needed on the east side of the building at.this time.
c) Improvements are also needed at the back (north side) of the
building although these. are primarily maintenance considerations
to improve visual "eye sores".
1. A general "cle.an up". is needed along with proper, continued
maintenance.
2. The ground should be paved for dust control; proper access,
appearance, and maintenance considerations.
3. Trash storage should be organized and"screened.
4. "Shed -like" structures should be improved.
5. The building wall should be maintained in clean paint until
such time that adjacent land is developed; at that time, a
new facade similar to the front and'side should be required.
d) 'ihe owner also desires to re --surface the parking lot; if this is
done, the following should be considered:
1_ Drainage should be as required by the City Engineer.

'Lot.ally open access onto the street is improper traffic
control, not visually pleasing, and potentially hazardous
(traffic and pedestrians).

4. Al though boulevard and other space is limited, 'scrie ,,iay should
be found to'provide some landscaping in the area even if only
a fe+,f trees.
5. Continued consideration should be given to the City's responsibility
for this parking lot which would, involve establishment of a
parking district, financing procedures., posting of time limits
and enforcement, maintenance, overall Down L. own parking policy,
and the like.
e) Business signs will be changed; these should be subject to City staff
approval (architectural conformity, size, location, numbers, etc.).
f) Other than normal maintenance and repairs, no major.improvements
are proposed or required on the west.side of..the building. It is
anticipated that eventually, however, various types of improvements
will be needed but coordinated with and related to potential new
developments on adjacent property.
SUMMARY
We 'viould .concur with the recommendations of the CBD.Committee as
expanded upon herein.
Soecial Note:
It has been suggested by some that public review procedures and time
involvement are too restrictive; at this, stage of Downtown development,
we cannot agree and, based upon our experience in other areas, suggest
that such controls are proper at this time and will not restrict
growth. Later, procedures maybe simplified and much less government
involvement will be required. We would point out at this time that
lack of governmental involvement at the local level in no way has
tended to be an encouragement to private investments; on the contrary,
we can demonstrate that the reverse is true..

A meeting of the CBD committee was held at Pauly's, Inc. at 11:30 on June
17th, with the following; members in attendance: Bernie Schneider, John
Havlik, Thomas Klingelhutz, Harry Pauly, Iierbert Bloomberg and Adolph
Tessness. Others in attendance were Eugene Reilly, Herbert Mason, Don
Stodola, Eugene Coulter, Gerald Schlenk, Lloyd Schnelle and Carl Dale.

The members were informed. that the CBD has been established as a sub-
committee of the planning commission.
Carl Dale briefly reviewed the operations of the CBD committees in other
communities and invited our committee to review the programs of the White
Bear and St. Paul renewal projects.
Eugene Reilly and Herbert Mason submitted their sketch for the improvement
of the Colonial Center Shopping Center Building. It is to be redone in
the western stlye .
Motion was made by Adolph Tessness to approve the exterior plans submitted
for remodeling of the south side, or the front of the building, and have
the remodeling to also include the east Bide of the building. In addition,
the owners of the property are to resurface the parking lot and to black-
top the rear alley of the building. The owners of the property are to
inspect the rear or north side of the building and have the architect *;;
draw up plans for the improvement of this side, at such time when future
expansion of the CBD in this area commences. This motion was senonded
by Tom Klingelhutz and the motion was carried by unanimous Vote.
The members of the committee were advised of a meeting scheduled with
Mr. Ed Dunn on Wednesday noon at the Chanhassen Dinner Theatre to review
plans for the area improvement.
There being no further business, the meeting was adjourned at 1:05 P. M.

I am writing in regard to the appearance I made before the
Village Council on June 15, 1973 in regard to the turning
over of the Colonial Shopping Center's parking lot to the
Village for a municipal parking lot. I mentioned at the
council meeting that we would be interested in proceeding
with said proposal and would anticipate hearing from the Village
in regard to same. I have enclosed a diagram outlining the
proposed municipal parking lot. I would appreciate hearing
if there was any further interest in proceeding along in this
matter. I have discussed the above matter with the tenants
in said center and feel that their reception would be quite
favorable.
I understood that the Village Council was referring this matter
to a study committee to investigate same and if we could be of
any additional assistance to them we would be only happy to
meet with them and discuss specifics in regard to same. I can
