Reference is made to the report of May 7 by Schoell & Madson, Inc. concerning
surface drainage from Minnewashta Heights over Lot 9, Block 5, being the
Minnewashta Beach Assocation access lot to the lake.
I am advised that after due notice being given to all residents in Minnewashta
Heights, a meeting of the residents was held June 1st, to discuss the four
storm drainage alternates proposed in the engineers report of May 7. Twenty-
five persons attended the meeting, according to the report given to me, and
the members present voted in favor of alternate number 2 by a large majority.
Alternate number 2 provides for surface drainage to a large catch basin located
where the manhole is shown on the Schoell & Madson drawing 6572-11, with
an extension of a 24" pipe into the lake. The estimated cost of this construction
is $5 , 200.00.
The proposal for financing the construction is as follows:
Payment by Village for easement over Lot 9 $1 , 500.00
Storm Sewer assessment against 80 lots $3,700.00
$5,200.00

I understand that the members present at the meeting agreed that the proposed
assessment be spread over the 80 lots in the subdivision as each lot has the
right to use Lot 9 for access to the lake and, therefore, derives benefit from
the improvement.
As a further consideration for the grant of the easement, the residents are
seeking an agreement that the Village maintain the blacktop surfacing on Lot 9
as the Village trucks will use the surfaced area for catch basin cleanout purposes.
The proposal advanced by the residents would require a public hearing on the
proposed improvement as a storm sewer project, and I have been requested by
the officers of the Beach Association to bring this matter to your attention at
the meeting of June 18th, for the purpose of setting a date for the public hearing,
if you wish to consider the request of the residents.

Gentlemen:
In connection with the subject construction, it was necessary.to obtain an
easement to construct and maintain a sanitary -sewer part way down"Lot 9, which
is a beach access in Minnewashta Heights. Through some misunderstanding as to
who had authority to sign the easement grant, it apparently was signed by some-
one not having such authority.
Those holding legal authority now.;have indicated dissatisfaction with pro-
visions for carrying drainage down the lot from Minnewashta Drive to the lake.
They indicate that a greater amount of area now drains thus, and that even -pre-
viously there was regular erosion every year, and siltation into the lakeshore
beach area. They have requested study of possible ways to minimize deposition
of soil and prevent erosion from runoff.
Messrs. Tessness, Larson, Brezinsky and'the writer have had several meet-
ings with the people involved. We have agreed that the area contributing runoff
down this lot has been increased by some slight regrading of several roads, an
increase of about 8% in area. This was done as a general policy in trying to
improve small drainage conditions prior to installation of a good permanent road-
way surface.
We have told the people that any improvement in drainage at this location
would have to be paid for almost exclusively by the property owners in the area
drained, following standard village policy, except for some small contribution
for the easement right, if it is determined that this is appropriate. The esti-
mated cost of the most complete drainage system is about $10,400. Details are
shown on the attached drawing 6572-10. It consists of a group of five catch
basins at Minnewashta Drive, two of which would have deep sumps which could be
cleaned out periodically of settled sand and'debris. There would be an 18"
pipe leading downhill to another manhole near the upper end of the beach area,
and a further extension of 24" pipe leading out about 175' into the lake to
a point where fluctuating levels and ice would not cause probable damage. We
have designated this plan as "Alternate 111.

Other possible Alternates are:
2. Surface drainage to large catch basin located where the manhole is
shown on drawing 6572-11, then extension of the 24" pipe into the
lake. Estimated cost of this work is $5,200.
3. A settling basin at the point where the manhole is shown. The flow
into and from this basin would be through a drainage channel to the
lake. Estimated cost is about $25,100.
4. Surface drainage would involve construction of a drainage ditch from
the end of the existing asphalt driveway to the lake. This would not
prevent siltation in the beach area, but if constructed properly would
at least temporarily prevent erosion. However, it is possible that
wave action and freezing over several years would damage and break up
the ditch lining. Estimated cost is $550.
We believe that the problem being studied existed prior to the sewer con-
struction and was not materially worsened by the sewer work.
We will be glad to discuss this problem with you and with others in the
area when convenient.
