Subject: Proposed Street Elevations for
Burdick Addition in Chanhassen.
Gentlemen:
Recently we received a request to check the grades of the top
of manholes in the above -named addition.
Enclosed please find an As -Built dr .aing of those elevations.
All the manholes are as shown on the above -named drawing, except
the manhole on the easterly line of the subdivision. This one is
1.0 feet low and will have to be raised when the streets in the
above addition are finally graded and paved.
As you may know, the east and west street is approximately
established, but the drainage will have to be carried temporarily
in a ditch on the north side of Picha Drive and on the west side
of Mandan Drive. This will be carried in a culvert under Picha
Drive until a storm sewer system will be necessary, because of
the development of the property east of the'Burdick Park Addition.
No doubt you have discussed this with Mr. Brenny.

Shortly after the Council meeting on Nov. 5th, Bob Brenny of the Space
Center, Inc., who are taking care of the development of Burdick Park for Mr.
Burdick, called to say that he and Mr. Burdick had agreed that they would
carry out the grading, graveling and drainage work on the addition, rather
than ask the village to do it.
I encouraged him in this and said that we would assist him in any way poss-
ible.
They have preliminary road profiles and drainage plans which were approved
by the Council at the time the final plat was approved, about April or early
May, 1973.

Block 3, and along the south side of Lot 2, Block 3,
10' wide. It would be parallel with the west right-of-way
line of Mandan Drive and the north R/W line of Picha Drive.
Perhaps you can add these to the hardshell without too much trouble.

Contract for Burdick Park Addition.
Gentlemen:
As stated in our letter of November 14, 1972, we approved
the plat as presented by Egan, Field & Nowak, Drawing File. No.
4364, dated October 23, 1972. This letter is to convey -to you
the estimated amount necessary for the subdivider to escrow
$69,720 with the Village of Chanhassen under Section No. 9 of
the Platting Ordinance No. 33.
This letter,under "Roads and Drainage", tells about the
future storm sewer needs from the area north of 78th Street and
east of.this subdivision. This drainage must be run through
this subdivision for its outlet to the culvert inplace under
Trunk Highway No. 5 west of this subdivision. At the time of
installation of this system, the swale ditches in this sub-
division will be eliminated and the drainage will be carried
underground by means of catch basins.

The swales, as the subdivider has shown on the drawing, will
require a 10 foot easement on Mandan Drive and Picha Drive. In
this easement it is proposed that the permanent storm sewer pipe
be placed in the future.
Unfortunately, this subdivision is between three undeveloped
parcels of land, namely a farm on the north side of 78th Street,
Frontier Development to the east and.a farm on -the west side.
To our knowledge the two farms do not require storm sewer at this
time. Consequently, in our judgement it would not be possible to
place the permanent storm sewer through this subdivision and
assess all the property affected.
There is,however, a cost of $10,250 for storm sewer, which is
shown on the enclosed tabulation. It. will be necessary for.the
subdivider to pay for the -collection and disposal of storm water
from his property, and the water coming through the 24 inch pipe
across his property, temporarily until a complete storm sewer
system is installed. We believe that if a moratorium, for say
three years, were placed on all the other affected property owners,
this $10,250 could.be used in payment for the Burdick Property's
. part of the system.
It is presumptuous for us to speculate on a three year
moratorium, but the property owned by Frontier Development Company,
which is east of this property, is used only to store storm water.

A discussion with Mr. Bloomberg, of that firm, revealed that
he has some plans for the use of that property.in 1973. This
would necessitate a storm sewer to drain that property through
the Burdick Plat and would eliminate the use of swales on
Picha Drive.

Subject: Review of Proposed Preliminary Plat of Burdick
Park Addition
Gentlemen:
We have reviewed the preliminary plat noted above, prepared by Egan, Field
and Nowak, revised as of October 19, 1972, and the accompanying preliminary
plan for street grades and utilities, Caswell and Associates Drawing File No.
4364 dated Oct. 23, 1972.
GENERAL The plat recently submitted differs from that reported on April 8,
1971 only in that the area west of proposed Mandan (Avenue) is
divided into two lots, both with frontage on Mandan, and three lots on the
east side of Mandan, all with Mandan frontage.
ROADS AND Since this area is proposed for commercial and industrial develop -
DRAINAGE ment, the roads should be designed for ultimate 9-Ton axle capacity.
This may be done most feasibly in this area by placing -an initial
52" black base, MHD 2331, on whatever amount of granular base or rock is shown
to be needed during roadway excavation; after development, a wearing course
of 12-2" mat, MHD 2341, can then be placed, using the 2331 mix to correct any
possible settlement taking place in the interim. A bituminous curb should also
be installed. Typical cross-section of the roadway recommended is shown on the
sketch attached.
The tract now receives drainage from the 24" culvert under County 16 to
the north. Ultimate peak drainage flows to be expected from this direction
are in the approximate amount of 100 cubic feet per second. Making use of
the 4% slope available for a pipe running south on Mandan, a 36" pipe would
handle this flow; however, it appears reasonable to construct a paved Swale
rather than place the.large pipe at this time, since this pipe system will
drain a large area, all of which should be included in the benefitted area of
such an improvement. A detail of the swale required is shown on the attached
sketch.
The Frontier Development Co. area to the east contains some low areas where
runoff now ponds. When full development occurs, and this low area is filled,
its runoff should be carried westward through the Burdick Park Addition. Tem-
porarily, provision should be made for carrying about 80 CFS flow in a paved
Swale similar to that being recommended along Mandan.
Street grades are satisfactory, with perhaps some minor revisions which can
be handled during construction.

Sanitary A sanitary sewer outlet is being provided at the east end of Picha
Sewer Drive in connection with the Industrial Park Sewer and Water Pro-
ject. It is 10" diameter, which size shoiLld be continued to Man-
dan, with branches only north and south of 8" diameter. The elevation of the
west end of Picha Drive is too low to allow construction of sanitary sewer out
to the west boundary of the tract.
WATER A 10" water main is being constructed to the east end of Picha Drive
as a part of the Industrial Park S & W Project. It should be exten-
ded westward to the western extremity of Pich Drive as 10" and there plugged;
8" branches should be extended northward and southward on Mandan, with no cross-
ing necessary under County Road 16. After the addition of more future storage
capacity to the municipal system, this grid will be adequate to provide suffi-
cient pressure and flow for sprinklered buildings in this subdivision.
RECOMMENDATIONS We recommend your approval of the preliminary plat as sub-
mitted, with the changes noted herein.

Review of Preliminary Plat, Burdick Park Addition
We have reviewed the preliminary plat submitted on March 29th with res-
pect to its conformance with provisions of the platting ordinance, No. 33,and
have the following comments:
GENERAL This plat occupies about 11.4 acres and lies south of and abutting
West 78th Street (County No. 16). Frontage along 78th is 482.8'.
Its south boundary is the Milwaukee Railroad right-of-way; the southwest corner
of the tract is very close to the Highway 5 overpass over the railroad. Prop-
erty to the east is owned by Frontier Development Company.
The plat contains ten lots; the five south of proposed Picha Drive are
to be rezoned to Industrial (I-1) zoning; the five north of Picha are to be
rezoned to Commercial (C-2).
ROADS & No proposed drainage plan has been submitted. There is a 24"
DRAINAGE culvert outleting onto the property on the north side (78th St.);
discharge from this pipe flows southward to about the center of
the tract and then turns westward and flows toward the creek draining Lake Ann
to Lake Susan. This culvert, along with the 18" culvert under the existing
driveway into the subject property, drains about 40 acres on the north side of
78th St., including the Village Hall site, most of the grade school tract, and
the new bank lot and the two commercially -zoned tracts on the northwest corner
of Laredo and 78th. Under conditions of ultimate development, it will be nec-
essary to provide hydraulic capacity for about 100 CFS runoff flow through
this waterway.
There is an area of about 3-4 acres in the Frontier Development Corp.
land to the east which lies somewhat lower than the east boundary of the
subject property. Prior to railroad track construction, it probably drained
southeastward through the present Frontier Industrial Park site and on into
Rice Marsh Lake. There is no apparent drainage structure under the track,
but those familiar with drainage in the area indicate that this low area
does drain slowly, indicating possible seepage through the ground. We recommend
that this area be provided drainage to the west, across the subject property,
using surface gutters or swales along the line of Picha Drive. Also included
in the tributary drainage area will be the rear portion of the Frontier Devel-
opment Corp,tract.

The road arrangement shown appears feasible for the types of development
allowed by the proposed zoning.
RECOMMENDATION: The developer submit a drainage plan taking into account
the drainage problems described above and showing adequate provision for their
solution..
SANITARY The subject tract was assessed $5,358.00 as a trunk charge in
SEWER connection with construction of the Frontier Industrial Park
Sanitary Sewer Project 68-3. Sanitary sewer can be provided to
this tract by the downstream construction of sewers in Frontier Industrial
Park, an extension northward under the Milwaukee track, and a further exten-
sion northwestward through Frontier Development Corporation property to the
east border of the subject tract.
An alternate route, not making use of the above trunk sewer, is possible
by draining sanitary wastes westward along the line of Picha Drive into the
future Lake Ann trunk sewer. If this route is to be used, credit for the assess-
ment already spread will have to be worked out; this route would be feasible
only if the Lake Ann trunk were constructed substantially sooner than the sewer
through Frontier Industrial Park and service was needed immediately.
WATER Water is available either by constructing an 8" main crossing
78th Street to tie into the main serving the new bank building,
or by connecting to a future main to be constructed northward through Fron-
tier Industrial Park and thence westward through the Frontier Development
Corporation land. Minimum main size in this subdivision should be 8" diameter,
with provision for extension westward along Picha Drive to serve the remaining
triangular tract between Highway 5 and West 78th Street.
RECOMMENDATION: The developer should submit exhibits showing proposed drain-
age plans, sanitary sewer plans and water plans in accord-
ance with the above criteria and with the requirements of Ordinance 33.

caused the title to the above described premises to be examined as of
March 13, 1973, at 9:00 a.m. , based on the abstract of title. From
such examination, I conclude that said premises were owned as of that
date in fee simple by B. C. Burdick, with such ownership being subject
to the following:
1. Rights, if any, of the parties in possession other than said
owners.
2. Mechanic's lien rights, if any, for recent improvements upon
said premises or property connected therewith.
3. Special assessments, if any, which may be levied upon said
premises.
4. Public zoning or building ordinances and regulations.
5. Taxes for 1973 are now due, but the amount is not yet
available.
6. Mortgage dated July 20, 1966, filed August 4, 1966, recorded
in Book 55 of Mortgages, page 223, from Frontier Development Corporation

(Entry No. 26 of abstract) . The last title to this one rod was to Hubert
Bongard in 1904. See Entry No. 37 of the abstract.
8. Because this is an area description, it will be necessary
for a surveyor to determine the east line of this tract.
9. Abstract does not show a United States Patent. If one has not
been recorded with the Register of Deeds, application must be made from
the Department of Interior, and a patent obtained and recorded.

11. Ordinances relating to subdividing, sanitary sewer, etc. ,
set out in the abstract.
It is my view at this time that the title to this property is clouded by the
apparent road easement set out at paragraph 7 hereof. Accordingly, I am
reluctant to recommend approval of the final plat until this cloud is re-
moved. In any event, it will probably be necessary for the owner -
developer to resolve this matter before he could pass marketable title
to purchasers of lots in this proposed plat.
The abstract at Entry Nos. 23, 24, 49 and 57 of the abstract show shrub
control and snow fence easements and limitations of access, all relating
to a highway taking by the State of Minnesota for State Trunk Highway No.
5 in 1951 and 1963. As we know, State Highway No. 5 has been relocated
south of the Milwaukee Railroad tracks, and Carver County has taken over
Old No. 5 as a county road. The abstract does not show any conveyance of
Old No. 5 by the State Highway Department to Carver County; and, there-

fore, the question remains as whether the shrub control and snow fence
easements and limitations of access are still effective as to this property.
In my view, this is also a title question which the owner -developer will
have to resolve in order to pass marketable title to lot purchasers in the
proposed plat.
As the Village is being requested to install the streets withiii.the proposed
plat, it is my recommendation that the questions of the private road easement
and the limitation of access be resolved prior to approval of the final plat
and the installation of sewer and w and road construction.

Subdivision Ordinance
7.02(c) The existing zoning classifications for the lands within
and abutting the proposed plat have not been shown.
7. 02 (g) The name of the owner of the land abutting the proposed
plat on the west has not been shown.
7.03(b) The locations and widths of utility easements have not
been shown.
7.03(f) Minimum front and side yard building set back lines as
required by the Zoning Ordinance have not been shown.
7.04(f) Proposals for street lighting, curb, gutter, sidewalks (if
any) and boulevard improvements should be made at this
time.

8.04(a) Utility easements shall be provided where necessary.
8.05(b) Blocks intended for commercial, industrial, or uses other
than single family dwellings shall be so designed to
provide adequate off-street areas for parking, loading,
and such other facilities as may be required by the Zoning
Ordinance. The developer should take these requirements
into consideration at this time in order to scale the size
of his lots to take into account the off-street parking and
loading requirements.
Zonin - Ordinance
The submission of the proposed preliminary plat was accompanied by
the appropriate application for rezoning. Formal Council action on the
rezoning application should be deferred until the preliminary plat has
been approved and the customary development contract called for under
Section 9.02 of the Subdivision Ordinance has been executed.

Dear Council and Planning Commission Members:
In accordance with the request of the Planning Commission and Mr. Tessness ,
I submit herewith my report on the proposed preliminary plat of Burdick Park
Addition.
PROPOSED PRELIMINARY PLAT-
1. If the subdivider is not the fee owner of the land, written consent
of the latter is required prior to approval of a preliminary plat. It would be
helpful if I could be furnished with the abstract of title at this time to deter-
mine ownership and related matters.
2. The proposed preliminary plat does not show utility easements
as required under Section 8. 04(a) of the Subdivision Ordinance.
3. If the developer proposes any protective covenants and restrictions
for this land, it would be helpful if these could be furnished at this time.
4. Section 8. 01(d) of the Subdivision Ordinance provides that private
easements controlling access to public ways shall not be approved. The
proposed preliminary plat shows a 30' easement across the southerly portion
of Lot 1, Block 3, apparently designed to serve Lot 2 of said block. The
developer may wish to seek a variance to allow for this easement.

5. Minimum front and side yard building setback lines as required
by the ordinance of the Village need to be shown under Section 7.03 (f) . As
this plat, if ultimately approved, will be zoned under our C-2 and I-1
�— Districts, it might be in order at this time to show these setback lines;
however, I do not believe that they should be shown on the final plat until
the zoning ordinance is adopted.
6. Proposals under 7.04(f) for street lighting, curb, gutter, side-
walks and boulevard improvements should be made by the developer at this
time.
7. Section 8. 02 (c) provides that no preliminary plat shall be
approved wherein lots abut on the right-of-way of state or major county or
village roads. Such lots may abut on service roads with entrances to state
or major county or village roads at intervals of not less than 1,000 feet.
Lot 1, Block 1, and Lots 1 and 2 of Block 3, abut on County Road No. 16.
It would seem that if you determine County Road No. 16 to be a major
county road, the preliminary plat would not conform to the requirements of
this provision.
8. 8.05(b) of the Subdivision Ordinance deals with off-street areas
for parking, loading and other facilities as required by the Zoning Ordinance
of the Village. The developer should be made aware of the requirements
under the proposed C-2 and I-1 Districts dealing with off-street areas,
and his submission of the proposed preliminary plat should be made with
these restrictions in mind so that we may avoid problems in future years
when questions are raised regarding what off-street facilities were to be
required at the time the plat was submitted.
ZONING:
1. Zoning of the tract will be dealt with under the customary zoning
contract whereby the developer agrees to develop the property in accordance
with the proposed C-2 and I-1 Districts.
2. The minimum size for a C-2 and I-1 District is five acres. The
boundaries of a district under the proposed ordinance are measured from the
Village Council and
Village Planning Commission -3- April 1, 1971
centerline of public roads and railroad rights of way if they form such a
boundary. In this case the net lot area of the proposed C-2 District
totals 3.82 acres, but if we add in half of the width of County Road No.
16 abutting the tract, half of the proposed Picha Drive and that portion
of Mandan which lies within the proposed C-2 District, I feel the district
area will exceed the 5-acre requirement.
The net lot area of the proposed I-1 District is 4. 45 acres , and if we
include the south half of Picha Drive, that portion of Mandan which lies
within the proposed district and half of the railroad right of way, I am
sure that the minimum 5-acre requirement will be m t.

Subject: BURDICK Subdivision
I have met on two occasions with Mr. Robert F. Brenny of Premier
Realty, Inc., agent for the owner on this proposed subdivision.
1) Mandan Street Alignment - Based on the CBD Plan, we f eel that
the proposed 60' 4:.O.W. for this street should swing a little
more to the east so it lines up with the proposed collector
immediately to the west of the existing Village and School
District #112 property. (See attached sketch plan.) This
would leave approximatley 305 feet of frontage to the A,,+est
of the street and approximately 115 feet on the east side of
the street or, the Burdick's property.
2) Picha Drive - The proposed alignment of Picha Drive appears
41
to line up with an extension of the 60' ownership between
Animal Fair and Minnetonka Labs and the Char -Lynn Foundation
property, as proposed in the CBD Plan.
3) Lotting Plan - The proposer; lotting plan will change somewhat
by moving Mandan Street approximately 35 feet to the east.
This will leave some 305 feet of frontage to the west which
appears to be too deep for the proposed user, a bicycle shop.
41J County Road 16 - As part of the CBD study, it was recoslmended
that the tvYo major entrances to the Village, namely County ;woad
No. 16 and Great Plains Boulevard, be upgraded in appearance by
controlling landscaping, curie cuts, parking, signing,etc.
In that portion of County road 16 from Powers Boulevard to
Laredo Drive, where adequate right of way does exist, it was also
recommended that a landscaed median strip be constructed with
left tuna slots for the following segments as shown on the
Preliminary Land Use Plan for the CBD:
A) From Powers Boulevard to the extension of the new street
behind the Frontier complex.
B) From the above intersection to the proposed collector street
alignment at the west edge of the Village and School property
(Mandan Street?)
C) From the above intersection to the extension of the local
street from the industrial !park along thewest side of the
Animal Fair and Minnetonka Labs property.

6) Curb Cuts - Another recommendation of the CBD study was to require
definition of all curb cuts in the CBD by actually requiring that
curb and gutter be built in the future. In addition it was
recommended that to the maximum extent possible that all existing
and future curb cuts be developed along adjoining property lines
wherever possible.
Even though it is a desired goal to eliminate as many curb cuts
as possible along County Road 16, it will be difficult because of
the terrain and ownership patterns to eliminate them entirely,
especially from a County Road which is not designated as a con-
trolled access road.
A condition for approval of this subdivision and any future
subdivisions along County Road 16, should be that the current
long range planning does call for the above named median strips
which will undoubtedly restrict certain left turn movements to
and from parcels of land. All proponents, owners, sub -dividers,
etc. should be made aware of this.
6) Recommendation - It would be highly desirable if the proposed lots
could be developed such that there was one large lot fronting on
County Road 16 to the west of Mandan Street, with all lots having
access from Mandan Street. It appears that there is a demand for
smaller lots, such as the proposed bicycle shop. In this case
a more desirable location might be on the east side of Mandan
Street. If two lots are developed on the west side of Mandan,
access should be provided form both County Road 16 and Mandan
Street. The developer has indicated he would provide a '30 foot
utility and road easement across lot #1 to provide additional
access to lot #2. Any curb cut, if allowed, should be r!ade with
the full understanding that left turn movements to and from this
driveway will in all likelihood be prohibited in the near future.
It would be desirable if this were developed as close to the west
property line as possible for future joint use with adjacent
property.

On May 3, 1971, 1 asked for and received a delay, not to exceed 90 days,

Shortly after this, as set out in the Star and Tribune headlines of early June,
many changes were made in the Post Office Department. Among these, the
Post Office Real Estate Department was placed under the Corp of Engineers.
This, of course, has caused still further delays.
Therefore, at this time I would like to request a 6 months delay because I feel
that if I proceed at this time, I may do things which the Corp of Engineers will
not approve of at a later date.

NOTICE IS HEREBY GIVEN That the Planning Commission of the Village of
Chanhassen, Minnesota, will meet on Tuesday, the 19th day of December, 1972,

would appear inadequate.
3. The proposed road with an east -west alignment should extend to the western

4. If railroad access is to be provided, it should be shown on the preliminary
plat.
5. Lot, Block and proposed street names should be included on the proposed plat.

There is a street in my development now listed as "Monterey".
This street, based upon various requests I received, was
originally named "MandanB. However, due to a duplication of names,
it was changed to "Monterey".
I have.observed that "Alternate 101" has now been given what I feel is
a very appropriate name, "Kerber Blvd."
My suggestion is that inasmuch as Monterey, physically speaking, appears
to be a one and one-half block extension of Kerber Blvd. that its name
be changed to Kerber Blvd.
This matter isn't of great importance to me as an individual, but I feel
that it would be of assistance to the residences.of Chanhassen and to
the many visitors merely because it is a simplification. A one and one-half
block long street can only lead to confusion.
I hope you will give this matter your valued consideration. If you wish
I will be willing to pay the charge for changing the street signs from
"Monterey" to "Kerber Blvd". I don't feel that we will have a great
deal of trouble plot wise, since plots and maps still show the street as
"Mandan" thus the change would only be from "Mandan" to "Kerber Blvd"
instead -of from "Mandan" to Monterey" to "Kerber Blvd". .

Dear Mr. Burdick:
This letter confirms our telephone conversation of
October 22, 1979, during which the subject of unauthorized
dumping of solid wastes on your property in Chanhassen
was discussed. This site has been inspected by Minnesota
Pollution Control Agency and Carver County officials.
Solid wastes in the form of concrete, asphalt, scrap %.rood,
scrap metals, plastics, paper and other rubbish were
observed.
Dumping of the above mentioned wastes has also occurred
on property adjacent to yours, owned by the Bloomberg
Company, Inc. Minnesota Pollution Control Agency and
Carver County staff met with Bloomberg Company repre-
sentatives on October 11, 1979. At this meeting the need
for clean-up of the d,,Lmping area on their property by
the covering of wastes present with at least two (2) feet
of earthen material was discussed. The Bloomberg Company
is currently working on the covering of these wastes. The
need for.access control on the site was also discussed. -
The Bloomberg Company will provide access control on their
side of the property by the construction of earthen berms
across formerly used access routes.
It is the opinion of this Agency that the covering of wastes
on your property in addition to providing for access control
along your side'of the property, should be accomplished in
conjunction with the Bloomberg Company's proposed work.
Clean-up by only one property owner in this case would
resolve only half of the problem. '

We have reviewed the preliminary plat noted above, prepared by Egan, Field
and Nowak, revised as of October 19, 1972, and the accompanying preliminary
plan for street grades and utilities, Caswell and Associates Drawing File No.
4364 dated Oct. 23, 1972.
GENERAL The plat recently submitted differs from that reported on April 8,
1971 only in that the area west of proposed Mandan (Avenue) is
divided into two lots, both with frontage on Mandan, and three lots on the
east side of Mandan, all with Mandan frontage.
ROADS AND Since this area is proposed for commercial and industrial develop -
DRAINAGE ment, the roads should be designed for ultimate 9-Ton axle capacity.
This may be done most feasibly in this area by placing an initial
52" black base, MHD 2331, on whatever amount of granular base or rock is shown
to be needed during roadway excavation; after development, a wearing course
of 1z-2" mat, MHD 2341, can then be placed, using the 2331 mix to correct any
possible settlement taking place in the interim. A bituminous curb should also
be installed. Typical cross-section of tihe roadway recommended is shown on the
sketch attached.
The tract now receives drainage from the 24" culvert under County 16 to
the north. Ultimate peak drainage flows to be expected from this direction
are in the approximate amount of 100 cubic feet per second. Making use of
the 4% slope available for a pipe running south on Mandan, a 36" pipe would
handle this flow; however, it appears reasonable to construct a paved Swale
rather than place the.large pipe at this time, since this pipe system will
drain a large area, all of which should be included in the benefitted area of
such an improvement. A detail of the Swale required is shown on the attached
sketch.
The.Frontier Development Co. area to the east contains some low areas where
runoff now ponds. When full development occurs, and this low area is filled,
its runoff should be carried westward through the Burdick Park Addition. Tem-
porarily, provision should be made for carrying about 80 CFS flow in a paved
Swale similar to that being recommended along Mandan.
Street grades are satisfactory, with perhaps some minor revisions which can
be handled during construction.

Sanitary A sanitary sewer outlet is being provided at the east end of Picha
Sewer Drive in connection with the Industrial Park Sewer and Water Pro-
ject. It is 10" diameter, which size shohld be continued to Man-
dan, with branches only north and south of 8" diameter. The elevation of the
west end of Picha Drive is too low to allow construction of sanitary sewer out
to the west boundary of the tract.
WATER A 10" water main is being constructed to the east end of Picha Drive
as a part of the Industrial Park S & W Project. It should be exten-
ded westward to the western extremity of Pich Drive as 10" and there plugged;
8" branches should be extended northward and southward on Mandan, with no cross-
ing necessary under County Road 16. After the addition of more future storage
capacity to the municipal system, this grid will be adequate to provide suffi-
cient pressure and flow for sprinklered buildings in this subdivision.
RECOMMENDATIONS We recommend your approval of the preliminary plat as sub-
mitted, with the changes noted herein.

Gentlemen:
As stated in our letter of November 14, 1972, we approved
the plat as presented by Egan, Field & Nowak, Drawing File No.
4364, dated October 23, 1972. This letter is to convey to you
the estimated amount necessary for the subdivider to escrow
$69,720 with the Village of Chanhassen under Section No. 9 of
the Platting Ordinance No. 33.
This letter, under "Roads and Drainage", tells about the
future torm sewer needs from the ar-ea north of - - Street and
east of this subdivision. This drainage must be run through
this subdivision for its outlet to the culvert inplace under
Trunk Highway No. 5 west of this subdivision. At the time of
installation of this system, the swale ditches in this sub-
division will be eliminated and the drainage will be carried
underground by means of catch basins.

The swales, as the subdivider has shown on the drawing, will
require a 10 foot easement on Mandan Drive and Picha Drive. In
this easement it is proposed that the permanent storm sewer pipe
be placed in the future.
Unfortunately, this subdivision is between three undeveloped
parcels of land, namely a farm on the north side of 78th Street,
Frontier Development to the east and a farm on the west side.
To our knowledge the two farms do not require storm sewer at this
time. Consequently, in our judgement it would not be possible to
place the permanent storm sewer through this subdivision and
assess all the property affected.
There is,however, a cost of $10,256 for storm sewer, which is
shown on the enclosed tabulation. It will be necessary for the
subdivider to pay for the collection and disposal of storm water
from his property, and the water coming through the 24 inch pipe
across his property, temporarily until a complete storm sewer
system is installed. We believe that if a moratorilmy for say
three years, were placed on all the other affected property owners,
this $10,250 could.be used in payment for the Burdick Property's
part of the system.
It is presumptuous for us to speculate on a three year
moratorium,_but the property owned by Frontier Development Company,
which is east of this property, is used only to store storm water.

A discussion with Mr. Bloomberg, of that firm, revealed that
he has some plans for the use of that property in 1973. This
would necessitate a storm sewer to drain that property through
the Burdick Plat and would eliminate the use of swales on

Dear Vern:
In reviewing the above plat, we note only that several easements
need to be added:
1. General Utility easements as described in Section 8.04 of
# the Chanhassen Ordinance No. 33-A, copy attached.
2. A drainage easement along the eastern side of Lots 1 and 2,
Block 3, and along the south side of Lot 2, Block 3,
10' wide. It would be parallel with the west right-of-way
line of Mandan Drive and the north R/W line of Picha Drive.
Perhaps you can add these to the hardshell without too much trouble.

Section 8.03 Streets.
h. Service Streets. In those instances where a sub-
division abuts or contains an existing or planned thoroughfare or
a railroad right-of-way, the Planning Commission may require a
service street approximately parallel to and on each side of such
right-of-way in order to provide for park use of the intervening and
in residential districts, or may provide for commercial or industrial
use of the intervening land in commercial or industrial districts
The requirements of approach grades and future grade separations
shall be considered in establishing the separation distance between
said service streets and the thoroughfare or railroad right-of-way.
Section 8.04 Easements.
a. Utility. Easements at least 12 feet wide, centered
on rear. and side lot lines of abutting lots shall be provided for
utilities where necessary. In those instances where a side or rear
lot line abuts unplatted land, said easements shall be at least
—�� feet wide. Utility easements shall have continuity
of alignment from block to block and lot to lot. Easements may be
required along lot lines to rights -of -way so as to provide for street
lighting.
Section 8.05 Bloom
b. Off-street areas. Lots intended for commercial,
industrial, or uses other than single family dwellings shall be so
designed to provide adequate off-street areas for parking, loadi
and such other facilities as shall be required by the Zoning Ordinance
of the Village.

M E M O R A N D U M
CHANHASSEN - Burdick Park Addition
Nov. 13, 1973
Shortly after the Council meeting on Nov. 5th, Bob Brenny of the Space
Center, Inc., who are taking care of the development of Burdick Park for Mr.
Burdick, called to say that he and Mr. Burdick had agreed that they would
carry out the grading, graveling and drainage work on the addition, rather
than ask the village to do it.
I encouraged him in this and said that we would assist him in any way poss-
ible.
They have preliminary road profiles and drainage plans which were approved
by the Council at the time the final plat was approved, about April or early
May, 1973.
