SWANSON: Robert P. Swanson of Cat er Beach was present to explain a propose two-story addition to his hcase. He requested two variances from Zoning Ordinance No. 47, Section 7.05 3. Side Yard Regulations. One variance for a nine (9) foot two (2) in:•'-h side yard depth and the other variance for a seven (7) foot four (A) in;h side yard depth. Lucille N . Swanson. She voiced objections to the proposed addition because her belief is the Zoning Ordinance is law, and should remain as law and not be changed. And that there are many unfinished buildings in the Carver Beach area and she did not wart this to happen in her back yard. And she believed that this add-i cion would tinder her view. Mr. Bridger was not present at the hearing and did not vile an application, He had indicated that he would request a variance -?rcm Zoning Ordinance No. 47, Section 7.05, 2. Front Yard Regulations. The request would have been for a fifteen (15) foot front yard depth. Plans were available 'for review by the Board Members. Chairwoman Neils and Board Member Scheef reviewed the plans and both unofficially recommended denial, they indicated that no undue hardship was p=-a_:en3b in ineet ing the ordinances minimum thirty (30) foot set -back requirements. Presnt were Nick Waritz and Anne Neils. Dean Scheff was absent. DANIEL COLICH was not present. Mr. and Mrs. Johnson, neighbors_ o ; the north, were present as were Mr. and Mrs. Gagne. The Johnsons stated that Lake Riley Boulevard is narrow in this area and the proposed garage would block their view -to the south when backing out of their driveway. The application for variance should be signed by the owner of the proper- ty and a more detailed description submitted showing the abutting pro- perty with location of existing buildings as well as a detailed descrip- tion (certified land survey) of the Colich property. The parent underlying soil type at this site, and in the surrounding 5. area, is a clayey silt of lbw permeability. Thus special measures will be required for prop- er and safe disposal of the sanitary sewage generated from the house. Since a soil absorption system is not feasible, consideration should be given to use of a buried steel hold- ing tank which would nave to be pumped out at regular time intervals. It may be assumed that there could be as much as 400 gallons per day of waste. Thus the steel tank should be of S600 to 8000 gallon capacity. It could be buried horizontally, ' with a proper pipe and cap for ready access by the pumping unit. Alternatively there could be a conventional sep- tic tank and a seepage pit or series of seepage pits of total 4800 gallon capacity. However these pits would also require periodic pumping. HALL May 18, 1972 Mr. David Peterson 8941 Portland Avenue South Bloomington, Minnesota 55420 Re: Soil Percolation Test - House Lot West 67th Street Carver Beach Chanhassen, Minnesota We were retained by Mr. David Peterson to perform percolation tests at the above property to meet the requirements of the Minnesota Department of Health. SITE DESCRIPTION: The residential lot investigated is situated on the north side of West 67th Street about midway in the block bounded on the east by Nez Perce Avenue and an existing residential house (number 803) is located just west of the property. There is a slight downward gradient of the lot surface in the north direction. The maximum vertical difference in elevation within the site is about 3 feet. The site is covered by a short growth of grass and also several small trees. In the general area drainage is towards the west and a hill is located north of the proposed site. A swamp is located approximately 500 feet southeast of the property with the water level estimated to.be approximately 10 to 15 feet above the ground surface of the residential lot investigated. PROCEDURE: The percolation tests were performed on May 10, 11, 12, 13, 17 and 18, 1972 and the procedure was in accordance with methods designated by the --r Minnesota Department of Health, 1971. The test hole locations are shown on the sketch plan of the site, Drawing No. 1. A supplementary hole 4 was augered on May 12, 1972 on the front portion of the lot and the water level was observed on May 13. Two additional holes 5 and 6 were augered on May 17 for supplementary percolation test data obtained from tests made on May 18. On May 10, 1972 three 4 inch diameter holes were drilled in the north central part of the lot. The elevation of the ground surface in this area was approximately a foot or two below the street surface. Two holes were drilled to the conventional depth of about 42 inches (holes 1 and 2). After the drilling was completed, the loose material was removed and two inches of fine gravel was placed in the bottom of the holes to prevent scouring. Water had seeped into hole 1 to a depth of about 1 1/2 inches above the bottom of the hole after 1/2 hour, and 2 inches of water above the bottom was observed about 1/4 hour later in hole 2. Water was then added to a level of 12 inches above the top of the gravel in accordance with the state procedure. After an overnight soaking period, -water was observed standing to a depth of 5 inches above the top of the gravel in hole 1; and water was also observed standing to a depth of 15 inches above the top of the gravel in hole 2. The water level was adjusted to 6 inches above the top of the gravel. An attempt was made to measure the drop in the water level at 30 minute time intervals over a period of 4 hours. Hole 3 was drilled to a depth of 6 feet below present ground surface to observe the location of the water table. The water level observed in hole 3 was 2.2 feet below present ground surface 1 1/2 hours after completion of the boring. Hole 4 was drilled to a depth of 8 feet below present ground surface and the water level observed was 5.2 feet below present ground surface upon completion, 5.4 feet 24 hours after completion, and 5.6 feet 6 days after completion. Two supplementary holes (5 and 6) were also drilled to a depth of 14 inches and percolation tests were performed. Both holes were dry after an overnight Soil Testing of Minnesota, Inc. soaking period and were refilled with water to a point approximately 6 inches above the top of the gravel. The drop in water level was measured at 30 minute intervals over a period of 4 hours. The soils encountered in the test holes were: HOLE 1 0 - 6" Black organic silty clay topsoil, trace fine gravel. HOLE TERMINATED During the percolation tests, there was no drop in the water level in hole 1; in fact there was a rise of about 6 inches in the water level in hole 2 in about 2 1/2 hours when the tests were terminated. Based upon these observations, the soil in the central or north portion of the lot near holes 1 and 2 is not suitable for an individual sewage disposal system utilizing a subsurface disposal field since the.percolation rate for the water to fall 1 inch exceeds the maximum allowable time of 60 mintes. In fact there was no percolation in either hole 1 or 2. Furthermore the bottom of the drain field trench must be located'at least 4 feet above the water table. Since the water table is approximately 3 feet or so below the present ground surface, this requirement would not be satisfied. Supplementary percolation tests were then made in the southern portion of the lot at holes 5 and 6. A percolation rate of 60 minutes per inch should be used for design purposes. Since the water level observed at hole 4 was about 5.5 feet below present ground surface, the bottom of the drain field trench would have to be raised a minimum of 4 feet above the water level to about 1.5 feet below present ground surface. This would require fill in the area so that a preferred depth of cover of tile lines is 2 feet. Also the bottom of the tile trenches shall extend not less than 1 foot into the original soil. The provisions of the "Ordinance and Code Regulating Individual Sewage Disposal Systems" (1971) as recommended by the Minnesota Department of Health should be followed. The septic tank should also be installed in accordance with the same 1971 Minn- esota Department of Health Ordinance and Code. For a three bedroom house, the recommended minimum liquid tank capacity is 900 gallons or 300 gallons equivalent capacity per bedroom. Soil Testing of Minnesota, Inc. For a percolation rate of 60 minutes per inch, 330 square feet of absorption area is required per bedroom. For a three bedroom house 990 square feet of absorption area would be required. With the tile drain field, 330 lineal feet of trench having a bottom width of -36 inches and a spacing of 7.5 feet center to center of the lines is recommended. The slope of the tile drain lines should not exceed 6 inches in 100 feet. Typical details are shown in Figure 1. The septic tank should be placed not closer than 10 feet to the new house or property line or closer than 50 feet to any source of domestic water supply. If a well is to be used for domestic water supply, the the field should not be closer than 50 feet to the well. Also the tile field should be placed not closer than 20 feet to the new house or 10 feet to the property line. A percolation rate of 45 minutes per inch should be used for design purposes in this area. The provisions of the "Ordinance and Code Regulating individual Sewage Disposal Systems", (1971) as recommended by the Minnesota Department of Health should be followed. Local ordinances, .if applicable, should also be investi- gated and followed. The septic tank should be installed in accordance with the same 1971 Minnesota Department of Health Ordinance and Code. For a three bedroom house, the recommended minimum liquid tank capacity is 900 gallons or 300 gallons equivalent capacity per bedroom. For a two bedroom house, the recommended minimum liquid tank capacity is 750 gallons, or 375 gallons equivalent capacity per bedroom. For a percolation rate of 45 minutes per inch, 300 square feet of absorption area is required per bedroom. For a three bedroom house, 900 square feet of absorption area would be required. With the the drain field, 300 lineal feet of trench having a bottom width of 36 inches and a .spacing of 7.5 feet center to center of the lines is recommended. The slope of the tile drain lines should not exceed 6 inches in 100 feet. Typical details are shown on Figure 1. if the house contains two bedrooms, 600 square feet of absorption area would be required. With the the drain field, 200 lineal feet of trench having a bottom width of 36 inches and a'spacing of 7.5 feet center to center of the lines is recommended. According to the State Code, the septic tank should be placed not closer than 10 feet to the new house or property line or closer than 50 feet to any source of domestic water supply. If a well is to be used for domestic water supply, the tile field should be placed not closer than 50 feet to the well. Also, the the field should be placed not closer than 20 feet to the new house or 10 feet to the property line. Local ordinances should also be checked for similar requirements. Variances may be required. Furthermore, Minnesota Conservation Regulation 72, Relating to Statewide Standards and Criteria for Management of Shoreland Areas of Minnesota requires that septic tanks and soil absorption fields be located at distances greater than 50 feet from lakes and streams (75 feet from Recreational Development Lakes and 150 feet from Natural Environment Lakes and Streams). Information relative to the classification of lakes and streams is available at the county courthouse of the county where the lake is located.
