MINUTES
JULY 22, 2024
Mayor Ryan called the meeting to order at 7:00 p.m.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember Schubert, Councilmember
von Oven, Councilmember McDonald, Councilmember Kimber.
COUNCIL MEMBERS ABSENT: None.
STAFF PRESENT: Laurie Hokkanen, City Manager; Eric Maass, Community Development
Director
PUBLIC PRESENT: None.
1. Approve Economic Development Authority Meeting Minutes dated July 8, 2024
Councilmember von Oven moved, Councilmember McDonald seconded to approve the
Economic Development Authority Meeting Minutes dated July 8, 2024. All voted in favor
and the motion carried unanimously with a vote of 5 to 0.
2. Release of Contract for Private Development and Assessment Agreements – Market
Square
Eric Maass, Community Development Director, reviewed the details about the release of the
contract for private development and assessment agreements. He noted all the contract
agreements had been met.
Councilmember Schubert moved, Councilmember Kimber seconded that the Chanhassen
Economic Development Authority approve the Release of Contract for Private
Development and Assessment Agreements for Market Square Associates Limited
Partnership. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
3. Approve First Amendment to Tax Increment Financing (TIF) Private Development
contract between Chanhassen Economic Development Authority and Roers
Chanhassen Bennett Apartments Owner LLC, and the First Amendment to the Tax
Increment Financing (TIF) Private Development contract between the Chanhassen
Economic Development Authority and Roers Chanhassen Harlow Apartments Owner
LLC for the development of Chanhassen Market Street Addition

Eric Maass, Community Development Director, reviewed the First Amendment to the Tax
Increment Financing (TIF) Private Development contract. He noted that clarity was added to the
contract but no major changes were made.
Councilmember Kimber moved, Councilmember von Oven seconded that the Chanhassen
Economic Development Authority approve the first amendment between the Chanhassen
Economic Development Authority and Roers Chanhassen Bennett Apartments Owner
LLC, and the first amendment between the Chanhassen Economic Development Authority
and Roers Chanhassen Harlow Apartments Owner LLC for the development of the
Market Street Addition. The motion carried unanimously with a vote of 4 to 1.
Councilmember Schubert voted Nay.
ADJOURNMENT
Councilmember Schubert moved, Councilmember Kimber seconded to adjourn the
meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0. The
Economic Development Authority meeting was adjourned at 7:03 p.m.
