MINNESOTA FINDINGS OF FACT AND DECISION lN RE: Application of Fusion - AE - Planning Case No. 2025-10, Eden Springs, for Site Plan Review. On September 2, 2025, the Chanhassen Planning Commission met at its regularly scheduled meeting to consider the application of Fusion - AE for a Memory Care Facility. The Planning Commission conducted a public hearing on the proposed development, preceded by a published and mailed notice. The Planning Commission heard testimony from all interested persons wishing to speak and approved the requested variances and recommended approval ofthe requested site plan revierv based upon the citl,ordinances in effect at the time. On September 22, 2025. the Chanhassen Citl' Council met at its scheduled meeting to consider the application relerenced above and based upon the ordinances currentl) in place the Cit1, Council makes the I o Ilorv ing: l. The Applicant has requested approval olthe site plan dated September 9,2025, prepared by Anders S. Melby. a) Is consistent with the elements and objectives ofthe cit1,'s development guides, including the comprehensive plan, official road mapping, and other plans that may be adopted. b) ls consistent with the site plan revierv requirements. c) Preserves the site in its natural slate to the extent practicable by minimizing tree and soil removal and designing grade changes to be in keeping with the general appearance of the neighboring developed or developing or developing areas. FINDINGS OF FACT L The property is currently zoned R-16 District. 2. The property is guided in the Land LJse Plan for Residential - High Density. 3. The legal description ofthe property is described in the attached Exhibit A. SITE PLAN REVIEW FINDINGS 2. The zoning ordinance directs the Citl,to consider nine possible adverse effects ofthe proposed site plan. The nine effects and our findings regarding them are: I d) Creation ofa harmonious relationship ofbuildings and open spaces u,ith natural site features and u,ith existing and future buildings having a visual relationship to the development. e) Creates a functional and harmonious design for structures and site features, with special attenlion to lhc follo\\ 'ng' i. Findins. The proposed development is consistent with the city's design requirements, the Comprehensive Plan. the zoning ordinance, the design standards, and the site plan review requirements. Staf is recommending approval of the request with conditions. The site design is compatible with the surrounding developments. It is functional and harmonious with the area.
