Subject: Pioneer Ridge Construction Plans
Carver County Public Works has reviewed the construction plans for the proposed Pioneer Ridge development
dated 6/10/2025 and has the following comments:
1. Regarding the CSAH 14 median at Creek Ridge Place:
a. We request B424 curb for the median, rather than D412.
b. The median must be extended west to reach 150 feet from the intersection.
c. Signs R6-2R and R5-1 (shown on page 14) should both be shifted roughly 50 feet east from the
currently depicted locations.
d. Provide a typical section and inset for the median addition area that shows the median and
pavement patch. The pavement patch should be a minimum thickness of two feet wide and match
the in-place thickness.
2. Regarding stormwater and drainage:
a. We request that HDPE rings and 2x2 catch basin frame castings (MnDOT Standard Plate No.
4129G) be used on CSAH 14.
b. Provide drainage calculations to show that drainage to the centerline culvert to the west of the
intersection of CSAH 14 and Creek Ridge Place will be less than or equal to existing conditions.
c. Page 14 “Turn Lane Improvements” shows 400 linear feet of sawcutting on northeast corner of
the intersection of CSAH 14 and Creek Ridge Place. Please note that it may be necessary to sawcut
more pavement to get to an existing joint in the storm sewer.
d. Provide catch basin spread calculations for CBMH-121.
3. Regarding roadway design:
a. Plans must be updated to include ADA pedestrian ramps on Creek Ridge Place.
b. On next edition of plans, please specify how much space is between the curb of CSAH 14 and the
adjacent trail.
c. Through- and right-turn lanes on CSAH 14 should be updated to be 14 feet wide to face of curbs
with B424 curb.
d. Please provide the cross slope of the planned right-turn lane on CSAH 14. Is the intent to project
the existing cross slope to the new curb location from the sawcut at the lip of the existing curb?
Please clarify.
e. The plans shown on page 9 “Street and Storm Sewer Plan” should tie into the existing pavement.
At the crosswalk location in particular, the slope should be no more than 2%.
4. We request erosion control and turf establishment plans for CSAH 14 that include details for how disturbed
turn areas will be restored.

approval of development plans and the beginning of any construction. This development should adhere to the standards
and guidelines identified in the Carver County Comprehensive Plan, Carver County Ordinances, MnDOT State Aid Design
