MINUTES
JULY 14, 2025
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilmember McDonald,
Councilmember Schubert, and Councilmember Kimber.
COUNCIL MEMBERS ABSENT: Councilmember von Oven
STAFF PRESENT: Laurie Hokkanen, City Manager; Matt Unmacht, Assistant City Manager;
Charlie Howley, Public Works Director/City Engineer; Rachel Jeske, Planner; Jerry Ruegemer,
Parks and Recreation Director; Patrick Gavin, Communications Manager; Jenny Potter, City

PUBLIC ANNOUNCEMENTS: None.
CONSENT AGENDA: Councilmember McDonald moved, Councilmember Kimber
seconded that the City Council approve the following consent agenda items 1 through 9
pursuant to the City Manager’s recommendations:
1. Approve City Council Minutes dated June 23, 2025
2. Approve City Council Work Session Minutes dated June 23, 2025
3. Approve Claims Paid dated July 14, 2025
4. Approve Temporary Modifications of the Licensed Premises to serve Beer in the Hackamore
Brewing Company Parking Lot Area
5. Approve Contract with Jeff Martin Auctioneers
6. Award Contract for Geotechnical Services for the 2026 City Pavement Rehabilitation Project
(#26-01)
7. Authorize Contract for Geotechnical Services for the Great Plans-Lake Drive East
Rehabilitation Project (#26-02)
8. Approve Contract for Annual Sanitary and Storm Sewer Televising

All voted in favor, and the motion carried unanimously with a vote of 4 to 0.
VISITOR PRESENTATIONS.
1. McKenna Ewen Citizen Action Request
McKenna Ewen, 3850 Glendale Drive, presented a petition that was signed by more than 100
individuals in the area to raise the no-wake ordinance on Lake Minnewashta, to align with other
local lakes, which better matched the needs of the lake and the residents.
FIRE DEPARTMENT/LAW ENFORCEMENT UPDATES. None.
PUBLIC HEARINGS. None.
GENERAL BUSINESS.
1. Ordinance 748: Amending Chapter 10 Regulating Short-Term Rentals
Rachel Jeske, Planner, reviewed the history related to the city’s first short-term rental ordinance.
She noted that the ordinance was amended on May 13, 2024. She stated that they were proposing
to add a requirement that applicants must meet the Minnesota Department of Health licensing
requirements for rentals to help clarify the procedures for short-term rentals operating without a
license. She suggested that the city would remove the time limits for the maximum number of
overnight guests because it reiterates information. Ms. Jeske summarized the changes to the
enforcement process for short-term rentals that violate the ordinance.
Councilmember Schubert asked about the costs. Ms. Jeske answered that she was not sure but
could search for the information and return the results. She noted that a state license is currently
required for all applicants, but they are adding explicit language to help residents understand.
Councilmember Schubert suggested retaining the time limitations.
Mayor Ryan stated that having the information in the ordinance was helpful. She stated that the
changes added clarity. She asked if the licenses were sent via registered mail to ensure residents
receive the information.
Councilmember McDonald asked about the shared driveway that guests were blocking and if any
information could be put into the ordinance to help address the issue. Ms. Jeske answered that
the property owner added a sign to the property and created an additional fee.

Councilmember asked about keeping the time limits.
Councilmember Schubert moved, Councilmember Kimber seconded that the Chanhassen
City Council adopt the summary ordinance for publication without removing B3 for
publication regulating short-term rentals within the City of Chanhassen. All voted in favor,
and the motion carried unanimously with a vote of 4 to 0.
COUNCIL PRESENTATIONS.
Mayor Ryan thanked the extended city staff for their wonderful work over the 4th of July.
ADMINISTRATIVE PRESENTATIONS. None.
CORRESPONDENCE DISCUSSION. None.
Councilmember Kimber moved, Councilmember McDonald seconded, to adjourn the
meeting. All voted in favor, and the motion carried unanimously with a vote of 4 to 0. The
City Council meeting was adjourned at 7:18 p.m.
