The Industrial- Corunission meeting on February 2, L972, was opened
at 7:30 p.m., by Chairman, Bernard Schneider. The foJ-lowing
members were present: Bernard Schnej-der, Robert Reichert, Arno1d
Ryba and Stan Till-y. Eugene Coufter and Ralph Thrane were absent.
The foLlowing interested persons were present: Mr. Tuttle and

Ti11y that Section 12.05, subsection 5 (a) read as follows:
Not more than 50t of the lot area sha11 be occupied by

Land areas over 5 acres must maintaj-n 2! acres, or 158,
whichever is greater in green space.
Motion unanimously approved.
A motion was made by Arnold Ryba and seconded by Stan Tilly
that an apostrophe be added to the word buildings in Section
L2.06, subsection 2 (a) as follows:

A notion was made by Robert Reichert and seconded by Stan
Til-1y that Section L2.10, subsection 1 read as foll-ows:
Atl outside storage areas shal-l be enclosed by a
screen wal-1, fence of not less than 10 feet in
height. Said screen walL fence shall be 1008
opaque and shall be so designed and constructed
as to be architecturally harmonious with the
principal structure. A screen planting or other
methoals of screenj-n9r maY be substituted for the
screen wall fence at the discretion of the Council;
provided, however, that any such screen planting
shal-L fuLfiLl the foregoing height and opacity
requirements throughout each season of the year
within 24 months after date of planting.

RIVIERA: Bernard Schneider rePorted on the Council's decision
to reEer to the rndustrial Commission for study, Ordinance #2,
section 3, subsection 2. The commission was j.nstructed to
report their recommendation to the Council before November 1,
1971.
Bernard Schneider presented an appraisal of the Riviera, done by
Martin J. walsh, setting the fair market value at $104,000.00.
There was general discussion regarding the ramifications
of amending ordinance #2, section 3, subsection 2.
A motion was made by Robert Reichert and seconded by Ralph Thrane
that the Industrial Corunission reconmend, to the Council, that
ordinance #2, section 3, subsection 2 be amended as fol-Lows:
"on Sal-e". Licenses for the sale of intoxicating liquor
to be consumed on the premises shall be issued only to
hotels, exclusive liquor stores, restaurants or cl-ubs
whose fixtures and structures, exclusive of lanal , have a
fair market value of at least Two Hundred Fifty Thousand
Dollars ($250,000.00). An exclusive liquor store includes
anone-saIe or off-sa1e, or combination on-sale and off-sa1e
establishment operating a restaurant or seJ-1ing food for
consumption on the premises. The Village Council may
provide for an independent appraisal at the license
ipplicant's exPense as an aid in determining the value of
slid premises. In the event this requirement as to invest-
ment j-n fixtures and structures is not comPl"ied with
within one year from the date of the issuance of the license,
the l-icense may be revoked. Provided, however, that the
Village may issue uP to three on sale licenses to
establishments which have held on sale licenses or cl-ub
licenses for three years prior to the effective date of
this ordinance whose fixtures and structures, excl-usive
of land, have a fair market value of less that Two Hundred
Fifty Thousand Dollars ($250,000.00) .
Motion carried.
The following points have bearing on the Industrial Commission's
recommendation for amending Ordinance *2:

license, however, at that time the Village had only
one license available and it was granted to the
Frontier Dinner Theatre.
The Industrial Commission is in favor of promoting
new businesses in the Village of Chanhassen but
feels that the Village should do all that it can to
keep an existing business.

HOUSING FOR THE ELDERLY: Robert Reichert reported that he had
@ting up a Housing Redevelopment
Authority. He feels that this would be of benefit to the
ViJ-lage of Chanhassen.
Bernard Schneider stated that he thought that the Senior
Citizens had taken a survey on the number of senior citizens
in Chanhassen. The Village Administrator was instructed to
check into the results of this survey.
A motion was made by Robert Reichert and seconded by Arnold
Ryba to recommend that the Council appoint a committee to study
the need for housing for the eIderl-y and setting up a Housing
Redevelopment Authority. Motion carried.
A motion was made by Ralph Thrane and seconded by Arno1d Ryba
to adjourn. Motion carried.

At 8:00 p.m. the following Commission Members met with theVillage Tax Comnission: Stan Ti1Ly, A1 Klingelhutz, Arnold
Ryba, and Robert Reichert. Dj-scussions centered around the
need for industrial development as a possible tax base.

At 8:30 p.m. the regular meeting of the Industrial Commission
was caLled to ord.er by temporary Chaj.rman, A1 Klingelhutz. Thefollowing members were present: Stan Ti11y, Arnold Ryba, RobertReichert, and Bernie Schneider.
Mr. Reichert moved and Mr. Tilly seconded that the minutes of
November 6, 1969, be approved. Unanamously carried.
Discussion was held on the merits, designs, and price of a ChanhassenBrochure. Quotations and designs were presented by Ro1ee Advertisj.ng
and. Associated Lithographers. Bernie Schneider suggested that the
Chamber of Commerce hoped that the Village would participate indefraying at least 50 per cent of the cost of this brochure. Mr.
Reichert moved and Mr. Ti1ly seconded a motion recommending that
the Village Council approve financial participation up to 50 per
cent of the cost of Chanhassen Brochure. The motion furtherstated that the firm to produce the brochure would be selected bya joint decision of the Industrial- Commission and the Chamber of
Commerce, Unanamously carried.
A motion was made by Mr. Schneider and seconded by Mr. Til-1y to
recommend that Dick Peache of Frontier Lumber replace Earl Sharp
on January L, 1970 as an Industrial Commission member. The reason
being that EarI Sharp has missed at least three meetings in a row.

Mr. Tilly moved and Mr. Ryba seconded a motion recommending the
Planning Commission and the Council approve the preliminary plat
of Frontier Development Park and whatever changes that are suggested
by the Village Engineer pertaining to drainage and the handlingof ownership outl-ots A and B. Unanamously carried.
Mr. Schneider moved and Mr. Reichert seconded to reconmend that the
viLlage Council vigorously use every means at their disposal to assure
connection of our sewer outfall to the Southwest Sanitary Sewer District
Interceptor either through a temporary or permanent connection as soon
aE possible. UnanamousJ,y carried.
Mr. Reichert moved and Mr. Schneider seconded a motion to adjourn.

Council Meeting as a member of the Industrial Commj-ssion.

Ralph Thrane to accept the minutes as read for October 1,
7969. The fol-lowing voted in favor thereof: Bernard
Schneider, AI Klingelhutz, Ra1ph Thrane, Robert Reichert,
and Arnold Rybe. No negative votes. Motion carried.
A motion was made by Al Klingelhutz and seconded by
Bernard Schneider to recornmend that Stan TilIy be appointed
to the Industrial Commission by the Council. The foJ.lowing
voted in favor thereof: Bernard Schneider, A1 Klingelhutz,
Ralph Thrane, Robert Reichert, and Arnold Ryba. No negative
votes. Motion carried.
VILLAGE BROCEURE: Bernard Schneider gave a report on the
status of the brochure.Also stated that at hi.s last
discussion with Ro1lie Advertising, the estimated cost was
up approximate ly $700.00. The Chamber of corunerce has set
up a special conmittee to work on this brochure. The
Vi11a9e Administrator is to contact several companies that
do this type of work, and receive an estimate for the cost
of making the brochure of the type that we have been
discussing.

Since there is not a quorum of the Industrial Commission
Members present, no finaL action can be taken. A discussion
on the Industrial and the PLanning Industrial Park Ordinance
was held with future recommendations to be sent to the
Planning Commission.
A motion was made by AI Ktingelhutz and seconded by
Ralph Thrane that Arnold Ryba be recommended as a member
to the Industrial Comrnission at the next Council Meeting.

A motion was made by Bob Reichert and seconded by Bernard Schneiderthat the rndustrial Commission recommend to the Planning Commissionthat the industrial axea be shown on the Generalized Guide Plan
within the following described boundary lines:
West of the proposed new County Road 17, south of Highway #5,east of County Road 117, and north of Chicago, Milwaukee,St. Paul-, and Pacific Railroad.
Motion carried.
The intention of the Industrial Commission is that the i-ndustrial
areas west of County Road 117 be deLeted and the industrial areas
shown adjacent to the core Village and the area in Hennepin
County would remain as they are.

INDUSTRIAL COMMISSION MEETING JANUARY 22, 1969
The first regular meeting of the rndustrial- Commission was called
to order by Temporary Chairman Al Klingelhutz. The foll-owing
members were present: AJ- KJ-ingelhutz, Bernard Schneider, and
Robert Reichert. Ralph Thrane and Stuart Baird were absent.
The C lerk-Admini strator , ex-officio member, was present.
Temporary Chairman A1 Klingelhutz opened the meeting and explained
the basic idea for an Industrial Corunission and what it coul-d do
for the Vi1lage. Objectives and Programs for the Chanhassen
Industrial Commission r,,re re adopted as foll-ows:
The Chanhassen rndustriaL Commission was established by the Village
Council on November 18, 1968. The Commission will consist of
seven members who are representatives of the commun.j-ty, five to
be appointed by the Vil]age Council and two to be appointed by the
Industrj-al Commissj-on and approved by the ViJ.lage Council, and
serving without pay. The term of office is for three years with
the exception of the first t\,ro years when two members are appointed
for one and two year terms respectively.
The Corunission sha1l elect a Chairman from among its appointed
members for a term of one year; and the Commission may create and
fill such other offices as it may determine. The secretary shall
be responsible to the Commj-ssion for the perforrnance of the duties
as directed by the Commission wi-thin the limitations of its own
authority to accomplish the purposes of the ordinance.
IndustriaL development is defined to j-nclude the research, coordination
and promotj-on of activities bearing on the environmental and economic
growth of the Village of Chanhassen with particul-ar emphasis on
manufacturing, distribution and reLated supporting services.
It is the ful-1 intent of the Chanhassen Industrial Commission to
imptement the objectives and programs in concert wi.th and recognition
of projects of other gover nental agencies and civic organizations.
OBJECT IVES
I. to achieve an industrial climate for th e Village of Chanhas sen

conducive to the retention and expansion of existing industries
and the location of new industries within the Village.
To achieve industrial employment opportunities and a rate of
industrial growth commensurate wj-th the needs of the labor
force.
To assist in obtaining ski].ls to meet the demands of the
expanding local industries.
To represent effectivety the interests of business and industry
in relations with Village departments and other governmental
agencies,
To obtain highest and best use of industrial-- zoned land and
in the process develop plan for perpetual industrial land bank'
To obtain increased participation of business and industry in
promoting industrial development.
To provide a centralized "one steP" service in connection with
industrial plat locations inquiries and studies.

1. Maintain close and continuing liaison w ith other industrial
development agencies, realtors, developers, banks, utilities,
consultants, universities, transportation mediums, labor
unions, trade associations, governmental agencies, and others,
in the achievement of the retention, expansion, relocation
or location of industries in Chanhassen.Actively survey the requirements of 1ocal firms who need
assistance in relocation and promote their expansion or
relocation within Chanhassen.Actively solicit companies outside the area and promote their
expansion or relocation into Chanhassen.
Study, evaluate and recommend programs to implement use of
areas zoned for industry in Chanhassen.
Develop ways and means of utilizing the land bordering on the
Minnesota River.
To consult and cooperate with all vil-l-age departments and
present recommend.ations to the Village Council for approprj-ate
action.
Maintain a continuing study and submit recommendations to
the Vi"lIage Council or needed ordinances to assist industrial
growth .
Obtain and maintain current listing and data on available
industrial sites and buildings.
Prepare and publish promotional industrial- brochures and fact
sheets as required for dissemination in response to inquiries
and for promotional efforts.
