The City Manager, Don Ashworth, discussed the events leadingto the City Council's designation of the Community Facilties
Interim Corunittee. Further items of discussion included thefollowing:

After discussion by the committee, priority facil-ities to be
considered in the suudy include the old St. Hubert's Church(feasibility as an extension 1ibrary), needs and justification
for an extension library, public works facility, usage of the
o1d City HaI1 site, and needs for a new City HalI.
As the response to the St. Hubertrs Church study committee will be
required prj-or to a April l, 1977, the Corunittee acted to set
the extension library - usage of the ol-d St. Hubert's Church
building, as the priority foi the cornmittee,and determinel to set
a meeting date of the lst and 3rd Thursday of each month for
February and March as meeting dates. A meeting time of 7:30 p.m.
was established and the next meeti.ng will be held at the
St. Hubertts Church bui 1ding.
Nick Waritz was appointed Chairman of the Interim Committee with
Gary Eastburn designated as Vice-Chairman.

21 . Public Works Facility Background Information.
The City Manager will attempt to obtain statistics
regariling public works facilities. These statistics
should compare various municipalities across the
State reflecting various size comrnunities - number
of employees, square miles served, pieces of major
equipment, size of existing or proposed structure
and any other comments.
3). City HaI1 Study Information - The City Manager would
attempt to obtain statistics regarding typical sizes
of City HaIIs across the state. These statistics should
include communities of various size and reflect the
number of employees, square miles served, size of existing
facility, and other co[unents regarding the functions,
etc., carried out by these communities.

Mr. tr{ayne Holtmeier presented his request to the community Facilitiesstudy coNrittee for the need for a senior citizens l{obby Retair outletstore in Chanhassen. Mr. HoLtmeier hrould tike the committee toconsi.der this type of use in their study of community facilities withinthe community. Mr. Holtmeierts request was presented in writingand is attached hereto.
The committee has requested both Linda llirlegas and Jan Fortz toattend this meeting to discuss the possible use of the st. Hubertrschurch facility for an.extenslon library. The following commentswere made during the discussions with Linda Hill-ega= and Jan Foltzand the Committee:
1. An extension library should be on one f1oor. It is verydifficul-t to attempt to staff a two floor operation. considerationshouLd be given to the additional time required in stocking andcirculating a tlro floor operati.on, policing a two floor op6ration,and providing services to customers for a iwo floor op.."iiorr.
2. A second floor balcony 1ibrary has also been shown tothe same reasons as outlined in number 1, above, and the numberh,iright of windows on the first floor would be detrimental_ to aon this f1oor.
3. Based on staffing economics, the basement of the St.Church would be the best place for an extension library (Iargeof waI1 space, no windows, one floor operation)

4. A present population of Chanhassen is estimated to beapproximately 6r000. However, the service area directly served bythe extension library would in ar1 likelihood be the olaer and closersections of the community to the church. Library standards consider7/IlLhs of a square foot for each resident in thE Community. Theestimated square footage of the basement area would be app-roxirnate J-y1800 square feet plus an additional I2O0 square feet, the-rEfore, thelower Ievel could. reasonably be used as an extension library, butsuch wouLd have to be consid.ered as a temporary usage. Discussion continued regarding the potential use of the lower 1eve1
of the church for an extension library. Kay Faust presented the
idea that the upper level (balcony) could be used for a art studio
or gallery.
After further discussion the committee decided to recommend that the
basement of St. Hubertrs Church coufd and should be remodeled as a
community extension library with the upstairs preserved as a historicalsite, i,Ji th possibte use as a meeting haI1, balcony, as an art studio,or other use.

The regul-ar meeting of the Community Facilities Study CoDrnittee
was calLed to order at 7:00 p.m., March 31 , 1977, at City Ha1I.
The following members were present: Kay Faust, Pat Boyle, Paul
orDe1l, Gary Eastburn, Les Bridger and Nick waritz and. Don Ashworth.
Guests present included Fr. Glenn Phillips and Wayne Holtmeier.
The Comnittee met at 7:00 p.m. to tour the existing pubJ-ic works
facility. Henry wrase was j-n attendance to answer questions for the
committee regarding the existing public works garage.
The committee returned to City Ha11 at approximately 8:00 p.m., at
which time wayne Holtmeier requested the Conmunity Facilities Study
Committee to consider using the o1d Village IIaIl site as a temporary
location for the Senior Craft and Hobby outlet. Mr. Holtmeier noted
that there would be some monies avail-ab1e from his budget for
minor remodeling for their purposes and repayment of certain costs
incurred. by the City in the usage of the building. Additionally,
to reasonably consider the usage of the building, the temporary
usage should be of at least a nine month period of time.
No decision was made regarding Mr. Holtmeier's request. The committee
noted that this request, together with all other potential uses for
the OId Village HaIl site, should be forwarded to the Bicentennial-
Commission to gain their recommendation before a recommendation is
presented to the City Council. The Comr,.rission noted that since the
Bj-centennial Commission had refurbished the property, that specific
objectives were probably established at the time of remodeling.
The comnittee reviewed the report submitted by I'lary Klingelhutz and
Gary Eastburn. I'r. GLenn presented his belief (speaking as an
individuat Catholic Franciscan) that the church should be moved to
the Minnesota Val1ey Restoration Center as a monument to Franciscan
Catholic history in the Minnesota Va11ey. The Comnission discusssed
this item for a considerable period and ended the discussion recognizing
that the City Councit had charged the corEnittee with preparing a
recommendation as to whether there was a city interest in the Church
structure. Revisions in the report of the sub-committee were made
pursuant to the Cornmittee I s discussion.

A meetj-ng of the Comnittee was held on May L9, 1977, at 8:00 p.m. The
following members r^rere present: Nick Waritz, Paul O'De1I, Mary
Klingelhutz, Kay Faust, Gary Eastburn, and Pat Boyle. Don Ashworth,
City Manager, was present. Les Bridger was absent.
The Committee discussed the request of Father Armand of St. Hubert's
Church to have the City Council- determine if the City could financially
support and/or purchase such for an extension library or other use
determined by the City.
Chairman Nick Waritz read a letter he had written to the Archbishop
reflecting considerations for keeping the ol-d church j-n Chanhassen.
Chairman Waritz also noted that he bel-l-eved that tiJne was needed to
determine if the Clty could financially suPPort the church in years
ahead., but aLso stated his belief that private donations could be
received to insure that the church could be heated and maintained this
winter. General support was given for this position.
The corunlttee outlined objectives to be discussed at the next meeting,
i.e. further discussions with county relative to specific costs of the
Iibrary installatLon to be pai.d by the county vs. city; timing of county
decisions, cliscussion of guotations for improvements, possibl-e means
of funding i.mprovements, etc.

After discussion, Gary Eastburn moved and Pat Boyle seconded the
following motion: The Community Facilities Study Committee recontmends
that the City Council re-affirm their previous action supporting teaving
the old St, Hubert's Church in Chanhassen to be used for an extension
library or other community use. !'urther, that the City's ability to
purchase or maintain the church in years ahead wil-l be determined
during the course of this next year. To insure that the City or church
will not have a fLnancial harilship in the next year, that the church
gi.ve the City 60 days to obtain donations sufficient to cover these
costs. The Community Facilities Study CoNnittee will spearhead the
maintenance fund for 1977-78. Motion unanimousl-y approved.

A meeting of the Committee was held June 17, 1977 at 8:00 PM.
The members present were Kay Eaust, Paul orDe11 , Gary Eastburn,
Les Bridger, Pat Boyle and Nick Waritz. City Manager. Don
Ashworth, was present. Jan Foltz, Chanhassen representative onthe library boartl and Linda Hi1legas, Director of the Carver CountyLibrary System were in attendance.
Linda Hil-legas quoted proposed costs for the first yearrs fundingof the Carver County Li-brary as between $20-30,000. She distributed
copies of the standard contract for libraries in Carver County.
Linda suggested that a library consultant be retained to give
suggestions to Iocal contractors and to provide ideas as to typesof improvements which should be considered. The Committee asked
if the manager could attempt to find the estimated $50.00 feefor this type of service.
Gary Eastburn will be contacting Father Armand yet this week to
cliscuss the recommendation of the Community Facilities Study
Committee and action by the City Council requesting the churchto give the city a one-year period to determine whether long-term
financLng can be arranged for a library in Chanhassen. Gary will
also present the donations received and discuss with Father details
of maintenance expenses for this coming year.

Don Ashworth distributed a oacket of the mailings and
information regarding the proposed extension library for the
City of Chanhassen to all members of the CoNnittee and reviewed
progress to date. Items discussed included:

c. Letter to Carver County Boardd. Correspondence with loca1 builders, CountyLibrarian, and Library Consultant

attend the meetj-ng of JuIy l-l, 1977 at 7:30 p.m. at the ChaskaLibrary regarding the placement of the extension library in
Chanhassen. The letter as presented to the Carver County Board
would be discussed with the f-ibrary board.
Don Ashworth cofiunented to the members on his visit to St.
Hubertrs with Doug Hansen - H & K, the Library Building
consultant - Arlene Russe1l, and Linda Hillegass - Director
of the Carver County Library. Discussion of possible
alternatives and cost considerations fo1lowed. AIl members
agreed that before further action could be taken, Jerry
Schlenk - Building fnspector, must report the specific
requirements for an extension library in the basement of St.
Hubertrs Church, i.e. necessity of elevators and public restrooms
accessibLe to handicapped.

The regular meeting of the Cornmunity Facilities Study Cofimittee
was called to order at 8:00 p.m. on August 4, L977 by Chairman Nick
Waritz. The f ollowing Members were present: I'lick I^Iaritz, Gary
Eastburn, Mary Klingelhutz and Paul OrDel1. Absent were Kay Faust,
Les Bridger and Pat Boyle. Also in attend.ance were
Don Ashr^rorth, City Manager and Bob waibel, Assi-stant City Planner.
The City Manager noted that the basement of the church has been measured
and drawings have been forwarded to various subcontractors for cost
estimates of improvements. However, no cost estimates were avail-abLe
for this meeting. Additionalty, cost estimates that will be received
will be very general . Specific cost estimates cannot be given until
such time as actual work to be completed is specifically defined.
The committee had previously questioned whether an elevator and.
rest rooms accessible to the handicapped would be required under the
Iaw. The building official has directed these questions to the
State Building Office and has been informed that these items would
be required. of primary importance in this clecision is the fact
that this is not simply a remodeling of an existing structure, but
the installation and placement of a new branch library in the
community. As a public building, these improvements would be
requi red.
The City Manager had prepared various construcLion alternatir.res regarcling square
footage needs versus population trends for the 3 public facil-ities
being considered by the cornmittee. The Manage r provided an
explanation of the details of how these statistics were prepared.
Additionatly, possible construction alternatives were listed together
with potential costs and a chart prepared graphicly depicting
potential costs to the community during the span of 19'77 through 1990.
Methods of financi.ng construction was discussed.
Chairman Nick Waritz suggested that each of the members consider
possible sources for adilitional funding for the St. Hubertts Church
maintenance fund. Suggestions and conmittee actions to date will be
discussed at the next meeting.

the Council, such could affect the ability of the Community Facilities
Study Committee to successfully pass a referend.um for a new library in
Chanhassen; however, if the City were to place the police issue on the

ft is very questionable whether the existing facility meets oSHA
standards and does not provide for storage of vehicles in a secured
building. Although having a public works facility on main street
is not an ideal planning proposal, most of the detrimental effects
of a public works facility on main st.reet could be minimized by
storage of gr4ye1, sand, pipes, etc. at the existing facility. Many
of these uses;'iresently occurring outside and being visually unattractive
would then be moved to the inside of the two buildings at the present
location. The Hanus facility would be ideal for storage of trucks,
a reasonable place for the mechanic and would provide a cLose working
relationship between city halI and public works. The facility would
additionally provide the space desperately needed by sewer and water
utility and provide a place where util-ity activities coul-d be housed
under the same public works facility.
* The back half of the front building woulal additionalJ-y provide
6,000 square feet for city hall purposes. The existing facility is
becoming totally inadequate and cannot house existing personnel.
The present facility contains approximately 1,250 square feet dedicated
for office use and an additional 1,250 square feet for public works
offices, a kitchen and storage roon, and council chambers. The Hanus
facility would significantly increase the square footage available
and it should meet the office requirements through 1990, or beyond.

Chairman Nick Waritz noted that an important factor in the Community
Facilities decision process regarding the 1978 referendum woul-d be
the decision by the City Council in regards to police services. The
manager noted that if a referendum were to be held in l-ate L97'l or
early 1978 that a decision by the Community Facilities Study Committee
would be required as soon as possible.
Chairman Nick l.Iaritz established the next meeting as October 13, L977,(following the city counciL's budget hearing of October 3) for the
next meeting date. Members are to review information presented to date
and be prepared to make a recolunendation to the City Council on
October 73, 1977 .

A regular meeting of the Community Facilities Study Committee was
held on October 20, 1977, at 8:00 p.rn. The following members were
present: Paul O'DeI1, Les Bridger, Mary Klingethutz, Nick Waritz,
iat Boy1e. Guests present were A1 Klingethutz, EarI Cravins, Don
Ashworth, City Manager.
The commission reviewed the minutes of Septenber 22, 1977. A decj-sion
regarding referendurn issues had been delayed from that meeting.
Primary issues to be considered followed the September 22, agenda.
Don Ashworth noted that he had anticipated requesting the Community
Facilities Study Committee to authorize further discussion of the
Hanus facility. At Klingelhutz was present and noted that he had
discussed the possibility of the City purchasing the Hanus facility
with Mr. Hanus. He noted that a fixed price of the facility had
been determined at $285,000. and that Mr. Hanus would agree to
holding the structure off the market until after a referendum were
held to determine whether the city wouLd purchase the f ac:i:lity.

Members discussed a field trip to review potential new site locations
on MSAS 101 with Don Ashworth and Paul OrDeIl. General agreement
existed that this type of site, i.e. elevation differentials, location
on collector street, proximity to residential while abutting commercial,
minimization of visual objections, etc. were of primary concerns.
Chairman waritz noted that the decision to order new MSAS f01 had not
been mad.e and, as such, it may be difficult to recornmend a specific
site to the council. General guideJ-ines should be considered.
Don Ashworth presented a rough cost estimate prepared by Richard
Lundahl-, architect, for construction of a new library,/public works/
city ha11 facitity. The cost would be within the cost estimates
previously discussed by the Corununity Facilities Study Committee
l$Zoo,OOO). Additionally, this cost leve1 would provide a facility
which was architecturally pleasing within the community and
of a construction type reflecti-ng reasonable community standards, i.e.
brick facia or stone, ptantings, screening, etc. The concept wou1d
be that of a city haI1/library occupying the first fl-oor of the
facility on the hiqher portion of the property. This would be a walk
in from the front and one side. The lower level would be used for
a temporary public works facility. Construction techniques would
be used, within cost estimates provided, to assure noise, fumesr etc.

Commission members reaffirmed their previous Position that a combined
facility b/as reasonable, i.e. the present public works facil-ity is
totally i,nadequate and immediate stePs are required to provide adequate
facility; existing storage of equipment and location of equipment in
various parts of the community was cost ineffectivet that a proper
site for a public works facility would be in an industrial setting,
however, such a site is not presently available (such being anticipated
to be availabte within the next five to ten yeax period); building of
a new public works facility, at this time, may not be feasible as the
anticipated square footage of such a facitity would be excessive
for present need.s; the St. Hubert's Church facility should be used
for a community facility with uses presentJ-y being defined to reasonably
use the facii:1ity for this purposei that the Ol-d St. Hubertrs Church
being remodeled for a library represented an excess j.ve cost and may
only be usable for a short period (foreseeable growth needs); that
a definite need exists for a 1ibrary in the City of Chanhassen and no
other reasonable alternatives exist for providing such a facj-Iity;
that the Carver County Board has allocated monies for furnishing and
manning a library for the latter part of 1978; that the feasibility
of gaining voter approval for a temporary 1ibrary facility followed
by i refeiendum for a public works facility, followed by a city haII
referendum, followed by a new library referendum was impracticali
that the projected square footage need.s of a city ha11/tibrary reflected
that a combined facility could be built maximizing its use as a
library,/city hatl/temporary public works facility for the next five
to ten years - at this point in time the public works elements would
require a new facility (Iocated in a properly zoned area) and the
existj-ng facility coul-d be converted to a library/ciLy halI meeting
needs for these uses for the foreseeable futurei that the voter aPProval
of such a combined facility may be difficult in light of the police
referendum, but such appears to be more logical than other approaches
and, given projected levies, the impact to the property owner may be
minimal for tax purposes.
Based upon the above, Les Bridger moved that the community Facilities
study committee recommend to the city council that a combined )-ibrary,
city hall-, and public works facility be placed as a referendum issue
in itarch. Addiliona1ly, that the Cornmunity Facilities Study Congnittee
would recommend that the oId St. Hubert's church facility be used
as a community frcility with the determine of whether such required
placement on the referendum being left to the city council after
ionsidering their operating budget and necessities for I'eV}/ limit
