MINNESOTA }-INDINGS OF T-AC'T AND RECOIIIMENDATION IN RE: Application of Headwaters Development LLC, for a site plan review and a planned unit development ordinancc amcndment. On August 12,2025, thc Chanhassen Planning Commission met at its regularly schcdulcd meeting to consider the application for site plan review and a planned unit developrrent ordinance amendmcnt for thc construction of two multr-family apartmcnt buildings, totaling 46 units. Thc Planning Commission condr,rctcd a public hcaring on thc proposed dcvelopmcnt which was preceded by published and nrailed notice. The Planning Conrmission heard testimony fiom all interested persons wishing to speak and made the follourng Findings of Fact on the renraining application. FINDINGS OF FACT l. On July I l. 2025 thc City rcceivcd a land usc application for thc propcrty lcgally dcscribcd in attachment Exhibit A fbr the following: A. A sitc plan rcview for the construction oltwo apartmcnt buildings, totaling 46 units. B. A planned unit development ordinance amendment which modifies exterior building material requirements as well as the setbacks required fbr parking spaces 2. The property is currently zoned PUDR Saratoga 3'd Addition. 3. Thc property is guidcd by thc Land Usc Plan for High Dcnsity Rcsidcntial and Public/Semi- Public. a) ls consistent with the elenrents and objectives ofthe city's development guides, including the comprchensivc plan, official road mapping, and other plans that may bc adoptcd. Finding: The site plan is consistent v'ith the elements and objectives ofthe citr"s development guide.s, conrprchensit,e plan, and fficial road mapping. b) Is consistcnt with thc sitc plan revicw rcquircmcnts. Finding: The site plan is consistent iith the site plan reviev, requirements SITE PLAN REVIEW FLI..IDINGS 4. The Applicant has requested approval of the site plan dated 07.30.2025 prepared by Measure Group. 5. The zoning ordinance directs the City to consrder nrne possible adverse effects of the proposed site plan. The nine (9) effects and our findings regarding theln are: c) Preserves the site in its natural state to the extent practicable by rninimizing tree and soil rcmoval and designing gradc changcs to bc in kccping with thc gcneral appearance of thc ncighboring dcvclopcd or dcvcloping or dcvcloping arcas. Finding: The proposed design creates a harntonious relationship belween lhe bttilding and its natural .fealures through strategic placement. e) Creates a functional and harmonious design fbr structures and site features, with spccial attcntion to thc following: ll. llt 1\ An intenral sense of order for the buildings and use on tlie site and provision of a desirable environment for occupants, visitors and general comrlunity: The amount and location ofopen space and landscaping; Materials, textures, colors and details of constmction as an expression ofthe dcsign conccpt and thc compatibility ofthc same with adjacent and ncrghboring structurcs and uscs; and Vehicular and pcdestrian circulation, including walkways, interior drrves and parking in terms of location and number of access poirlts to the public streets, width of interior drives and access points. general interior circulation, separation of pedestrian and vehicular traffic and arrangement and anrount of parking. Finding; The proposed plan does not olkct the road svstem level of sen'ice and internally in the site improves upon ilems that could affect lhe road s.tstem, such as connection, parking, and pedestrian ciratlation. 7. The Planning Commission recommends approval ofthe requested Site Plan Review and Planned Unit Development Ordinancc Amcndment to the City Council.
