SUBJ: Statement Regarding Citation to Gary Brown for dog running
at lar'.ge.
A brown golden lab was observed in the road on Koehnen Circle near
Cardinal Avenue by myself at approximately 11:40 a.m. on April 23,
L976. The dog was not leashed and the owner was no where in sight.
I put a teash on the dog and put him in a cage in my truck. I
thln wrote up a pick-up slip, and when finished, turned the truck
around to leave the area, when Mrs. Brown came out of her house
and flagged me down. She told me that she had called her husband
at work-ind she wanted me to wait for him to come home. At that
time Mr. Brown arrived and wanted to know who had called the
complaint in. I told him that no complaint was called in, and that
t oLserved the dog running at large while patrolling in the area.
Mr. Brown stated that I was not supposed to be out patrolling in
the area unless a complaint was caIled in by a resident. I told
him that MAPSI, for whom I work, had a contract with Chanhassen
to patrol all of Chanhassen for so many hours per week. He said
rre aian't know about that. I then told l4r. Brown that I would
release his dog to him, but that he woiild receive a citation for
fri" a"g runnini at large. ( I ususally do this if the owner is
home and sees rie attemititg to impound a dog, especially if the
dog was picked up close to the owner's property) ' .Mr' Brown
said that he wouid accept the citation in lieu of impoundment of
his dog.
