representing Bruce Jeurissen this evening and l'm not sure exactly the right place to put everything but I
wanted to get sornething on record. I know that nrany have been contacted here b1, Bruce. We're
rvorking real hard to get a development out on his land and we've conte across some issues and we
needed some leadership to get those solved. They're not sinrple issues. They're complex issues but I
think we-iust need to gel on record that we want to get after thal and get er done. Got the good news that
our developer partner's got some great plans out there and I think city stafls pretty happy with that and
ready to go antl we need to get going and the issue at hand is the access tltere to Mr. Jeurissen's land. As
rtanv ofvou nray or rnay not know he's got a million dollars worth ofassessments against that land. He
has no access to the road and to ask him to pay on assessments and then have no access, you know that
kind of flics in lhe lzrce ofwhy you'd sign up for an access because you have a pro.ject irnprovement so
we really need some help on that and I knolv city staffhas got some ideas on that. Brrt it would be a little
bit like a public inprovement and we each hand out $10.000 bills. You guvs each have to pay $10.000.
You wanl to go use it. can't use it. Cot to pay interest on that in the meantime, you know how many of
). ou wanl to sign up fbr that? Nobody wants to siglt up for that so we've got a dilernma. We need some
Ieadership herc. We're ready to go. Seems like we're ought to work real hard on solutions here rather
than how did this ever happen? That's a long and winding trail but I want to ask all ofyour help and your
fbctrs on that. Personally I faced exactly the same situation. I had a piece olground. Couldn't get to it.
Needed the next door neighbor to build the road to me. The City Adrninistrator. Barry Stock down in
Savage asked nre to corne in and I said well is the other fella. He said hey hoys why don't you sit down
here, I want to talk to 1'ou a little bit. I listened and he said Mr. Chadrvick. I knoil you'd like to have
some access here. I Ltnderstand that and I said yes sir I would. He says and the other fella. who's still a
friend of mine, would you like to provide him access and Mr. Chaduick sa1.s he'd be happy to give you 2
years worth ofinterest because I know you don't want to build that section olland. YoLr know whatever
it was. 2 years on $ 100.000 . Whatever it lvas. And ofcourse I rvas happl to do that and the lella said
yeah, let's do it and that was a pretty simple solLrtion and I wrote rny check lo the city. 'Ihe city was the
bank arrd he built the road. City gave hint his morrey. Everybody,rvas happl.and rve can have simple
solutions. We're not trying to make this real. real hard ancl kudos to city staff. I'here's one other little
piece that neetled to conre in. Mr. Peterson had a Iittle triangle piece that was on the Ryland thing. Citr-
got that so we're all set to go except bLrt for this one little piece and it's driving us all of rrs a little bit

Mark llalla is now the orvner ofthe Halla Nursery site located at 10000 (jreat plains
Boulevard. Mark is expanding his business. The Mustard Seed, to this site. '['he use
of this property is bound by a Stipulation Agreement dated February 10. 1997. tt is
Mr. Halla's intention to possibly sublease a portion ofthe site. Any potential user is
also bound to the limitations ofthe stipulation agreement.
In reviewing the original site plan (Exhibit A ofthe Stipulation Agreemenl) and uses.
it was cliscovered that a building was omitted. A revised site plan has been submitted
showing the new building (Building W) which is to be used lor storage, animals,
garage and office. This building is heated. Building X has also been identified on the
revised site plan to clarify that it is being used for water garden supplies.
As per the Stipulation Agreement. the City Council has the authority to make
amendments. It is stalls recommendation that Exhibit A-l 2013 replace the original
Exhibit A.
