SUBJ: Submission of City Council Items
We have aII worked diligently to insure that City Council agenda
items are presented in ; clear, professional manner. CiLi zens/
City Council members may not agree with positions presented, but
they do respect the necessity to insure that everyone potentially
involved is informed before decisions are made, i.e:
Publication of proposed agenda items,
Clear, concise staff reports including proposed action,
background, considerations and recommendation,
Letters/other correspondence (agency referrals, petitions,
etc. ) ,
Sunrnation of commission action (s ),
- Recommendat ion,/alternat ives,
- Enclosures including detailed commission,/hearing minutes,
applicantts enclosures, maPs, etc.
Monday evening I s (April 15 ) City Council agenda was a disaster '
We tried to eipediti the procesi to help the applicant' The end
result was that no one was helped. Packets were incomplete,
items deleted after publication, commission minutes in disarray,
etc.
This memorandum is to re-establish the policy that any items Pre-
sented to a commission (Park and Recrealion, Planning Commission,
HRA, etc.) during the week priol !o " clty council meeting wiII.-

agenda. I am sure there will be cases when this will cause a
hirdship for an applicant; however, to present an item without
